The Centre for Excellence in Child and Family Welfare (the Centre) is the peak body for child and family services in Victoria and Tasmania representing over 100 community service organisations (CSOs), students and individuals working across the continuum of child and family services across the two states.

About the team

The Fostering Connections team provides a critical service point for the recruitment of foster carers in Victoria, supporting foster care agencies by maintaining a website and 24/7 enquiry line, as well as through campaign and branding to attract qualified carers into the system. It has a critically important role in raising awareness about the importance and value of foster care in Victoria.

About the position

The Communications and Campaign Lead will support the strategic direction and goals of the Centre and Fostering Connections in our promotion of foster care as an integral component of the care system in Victoria. As the key advisor on communications and lead on the Fostering Connections campaign, this role will be responsible for ensuring that Fostering Connections has an established brand and presence that supports education and engagement, can provide advice and consultation for agencies across Victoria, manage development of campaign and collateral, lead community engagement, and has the data and analytics to support the work of the program and Centre now and into the future.

Key Accountabilities

  • Develop, implement and monitor the Fostering Connections advertising campaign strategy, communications strategy and community engagement strategy.
  • Track, monitor and report on effectiveness of campaign through monthly reports and yearly market research, and produce reports for the sector.
  • Lead the design, development and distribution of new campaign collateral in collaboration with the sector and Department Family Fairness Housing (DFFH).
  • Advise on the negotiation and setting of paid media for the advertising campaign. Monitor and oversee the planning, management and distribution of new campaign material.
  • Identify opportunities to proactively promote Fostering Connections and the value of foster care itself through media channels and brand ambassadors.
  • Work collaboratively to support sector agencies leverage media opportunities across the state and manage key stakeholder relationships with agencies, DFFH, and Aboriginal Community Controlled Organisations.
  • Provide expert advice consultation and advice to agencies on developing campaign strategies and identifying data and analytics to support their work.
  • Identify opportunities to support the sector with Fostering Connections presence and collateral at small- and large-scale events.
  • Manage the Fostering Connections website including UX, updates, related infrastructure and further development as required.
  • Develop and visualise data and analytics on the recruitment journey.
  • Work with the Fostering Connections team and Centre’s Communications team to make sure communications, community engagement, and sector engagement plans align with campaign strategy and objectives.
  • Work with the Social Policy and Research team to make sure all communications align with the evidence and with the Centre’s broader policy advocacy around foster care.

Key Selection Criteria

The successful applicant should be able to demonstrate their ability to meet the following criteria:

Experience (desired)

  • Demonstrated experience in the social services and/or community services sector, particularly foster care.
  • Experience working with creative agencies and independent designers to develop collateral
  • Demonstrated skills working directly with clients in a community service and/or foster care environment.
  • Demonstrated experience building relationships with stakeholders in a complex environment.

Skills

  • Demonstrated experience in developing and leading high impact campaigns.
  • Demonstrated editing experience, with excellent attention to detail and a proven ability to produce high-quality work.
  • Experience in using regular reports to monitor, evaluate and improve campaign performance, driving continuous improvement.
  • Excellent interpersonal, networking and communication skills, with a demonstrated ability to liaise, consult and negotiate effectively at senior levels.
  • Ability to work collaboratively with organisations, including Aboriginal Community Controlled Organisations, to develop culturally aware collateral.
  • Strong administrative skills and the ability to create and streamline processes, ensuring operational efficiency.
  • Demonstrated ability to work effectively both independently and within a high performing team, exercising sound judgement and strategic decision making.
  • Demonstrated cultural awareness and a commitment to undertake appropriate training as required to support the goals and needs of Fostering Connections.
  • Excellent planning, time management and organisational skills, with a proven ability to manage multiple priorities and meet deadlines.
  • High level information technology skills, including proficiency in Microsoft Office applications and expertise in a broad range of web-based media.
  • Ability to manage change effectively, demonstrating flexibility and resilience in a dynamic environment. Ability to use a range of software and applications including MS Office suite and customer databases
  • Ability to work independently without regular supervision and as part of a team
  • Ability to identify sensitive information and maintain appropriate levels of privacy and confidentiality.

Qualifications

  • Relevant tertiary qualification in communications, media or other related areas and/or proven experience.
