Program Background

The Australian Government is providing assistance to construct a new urban health centre and birthing clinic in Naha, Honiara. An experienced professional with skills in managing the construction phase of a health facility is required to join the project team to undertake contractor oversight and all contract administration activities as works on site progress and through to the end of the Defect Liability Period.

The Contract Administrator will be present on site to assist the Site Supervisor and HSE Manager to ensure the project is delivered to the required quality and safety requirements. They will work closely with the Project Manager - Health, Design Manager, Site Supervisor and HSE Manager as well as mentoring a project document controller and work closely with the relevant design consultant as required.

The Role

  • Coordination and management of all contract administration tasks as required by the Superintendent’s Representative under AS4000.
  • Provide expert advice, and dispute resolution and /or negotiation input to the Project Manager – Health on contractual and financial claim issues arising during the completion of the contract works.
  • Working closely with other SIIP team members and contractors to ensure that, where possible, all works complement and add value to the longer-term strategic activities of SIIP.
  • Monitoring and reporting on program, budget and deliverables as per contractual and client requirements.
  • Ensuring all site records are kept updated including daily diaries, RFI schedules, variation registers and the like.
  • Review all Contractual financial claims, undertake an assessment of all claims for validity and provide recommendation for payment and/or dispute resolution approval – in line with the Contract Terms – AS 4000.

About You

You will have:

  • Significant experience in undertaking contract administration of Australian Standard contracts or similar (e.g. AS4000) and managing quality of work to Australian Standards.
  • Contracts Administration experience on medium to large construction projects, ideally in the Pacific Region.
  • Understanding of the issues and challenges relating to the construction sector in developing countries.
  • Degree in project/construction management, quantity surveying, civil engineering or other relevant qualification.
