Program Background

The Solomon Islands Infrastructure Program (SIIP) is a flagship 10-year infrastructure program funded by the Australian Government, with a budget of AUD 276 million. The program intends to improve the quality and accessibility of infrastructure across the provinces, delivering outcomes that contribute to broad-based, inclusive and sustainable economic growth.

At the conclusion of SIIP, it is expected that two End of Program Outcomes (EOPOs) will have been achieved:

• EOPO 1: the Solomon Islands will have enhanced capacity to plan, manage, finance, construct and maintain critical economic infrastructure.
• EOPO 2: the program will have left a legacy of high profile, resilient and accessible infrastructure assets in a range of sectors across the country that support inclusive economic growth.

The Role

The Contractor Liaison Manager (CLM) shall lead in the provision of wrap-around support for national contractors, being the focal point for mentoring and longer-term capacity building of contractors to improve their contract implementation.

About You

You will have:

• Tertiary qualifications in a relevant area such as: Civil Engineering, Construction, Project Management or a related discipline, OR extensive hands-on experience with national contractors as an infrastructure project manager in the Solomon Islands or similar developing country in the Pacific Region.
• Extensive professional experience in infrastructure project delivery/management.
• Thorough understanding of the infrastructure delivery challenges in Solomon Islands or similar developing country in the Pacific Region.
• Demonstrated ability to effectively manage design consultants and subcontractors.
• Strong stakeholder engagement experience with proven ability to develop effective relationships, including senior government, community and private sector stakeholders.
• Understanding of, and demonstrated commitment to, capacity development and skills transfer activities.
• Understanding of and demonstrated commitment to GEDSI.
• Demonstrated analytical and conceptual skills to reason through problems, issues and risks, anticipate barriers and create practical solutions to achieve project objectives.
