Cire Services Inc. is an advanced, community based, not for profit organisation. Cire operates a range of services to meet community needs through education and provision of services.

  • We are a Registered Training Organisation (RTO) offering accredited, pre-accredited, work skills and leisure courses.
  • Our Community School, a registered independent school, provides secondary curriculum to students in an alternative school environment.
  • Family and Children’s Services supports children’s services for long day care, pre-school programs, occasional care, vacation care and before and after school care.
  • Community Hubs, bringing people together to connect, learn and contribute in their local community through social, education, recreational and support activities.

POSITION PURPOSE

The Executive Manager – People and Culture is accountable for strategically driving the operations, compliance and program management of the department. This position will lead the delivery of innovative human resource and organisational development strategy, processes and services. They will develop their annual implementation plan to ensure the department aligns with Cire’s Strategic Plan and delivers high quality support to all departments and stakeholders.

Key Challenges

  • To provide high level and consistent service across varied stakeholder groups
  • To ensure appropriate legislation is applied across different business units
  • Continue to develop organisational capability in leadership, performance, employee engagement and succession planning.
  • To oversee the identification and appropriate management of human resource related business risks across all functional areas.

QUALIFICATIONS AND CERTIFICATIONS

  • Formal qualifications in Human Resources, or other area of relevance
  • Professional membership with the Australian Human Resources Institute
  • Full Australian drivers’ licence
  • Current Working with Children Check
  • Clear Police Check

KNOWLEDGE AND EXPERIENCE

  • Significant experience in the strategic management of Human Resources, Operations or equivalent
  • Success in leading a high performing team of People and Culture professionals who operate strategically
  • Have extensive experience at an executive level working with multi-disciplinary hybrid teams
  • Strong working knowledge of the Fair Work Act and Modern Awards
  • Experience in a Not For Profit environment would be advantageous
  • Experience and knowledge of the community sector would be advantageous
  • Experience running internal investigations end to end
  • Demonstrated success in program design and delivery
  • Experience with relevant software, including LMS, payroll and HRIS

WHAT YOU DO

Governance:

  • Work closely with the CEO, Executive Leadership Team and Senior Leadership Team to ensure an organisational culture aligned to Cire’s values
  • Where appropriate, present to the Board on People and Culture issues
  • Ensure Alignment of organisational culture with the Strategic Plan
  • Maintain a focus on diversity and inclusion, including active contribution go the organisational strategy
  • Understanding of and commitment to ethical practice (including management of confidential data)
  • Foster a positive working environment
  • Represent Cire Services in a positive manner to the organisation, stakeholders and community and beyond

Operations:

  • Oversee department activity, ensuring efficient and streamlined processes, procedures and delivery
  • Manage and respond to escalated incidents and issues
  • Support, advise and coach stakeholders on performance management, case management and strategies to improve culture, behaviours and change adaptation

Program Development:

  • Design programs and frameworks to support organisation and department needs
  • Develop learning programs that engage staff and address compliance, engagement and organisational development
  • Support and collaborate with other departments and ELT on projects, including change management, risk analysis and due diligence
  • Oversee and/or manage annual and quarterly programs, including but not limited to performance reviews, salary reviews, EOFY

Engagement:

  • Undertake annual Staff Satisfaction program, including survey
  • Analyse results and develop appropriate solutions and improvement areas
  • Ensure all department programs are focused on providing and building a positive employee experience
  • Work collaboratively with ELT and senior management in the development of programs and supporting staff

Quality and Compliance:

  • Ensure high quality programs are developed and implemented across the organisation
  • Ensure all department and organisational activity complies with the relevant legislation, Modern Award and Act
  • Advise stakeholders of risk areas, including compliance and operational risks
  • Undertake investigations as required, relating to employee relations, Child Safe Standards, DET violations or similar
  • Manage and develop organisation-wide policies and procedures

Financial Management:

  • Meet all department budget targets
  • Improve financial efficiency by streamlining processes and building in house solutions where possible
  • Manage and consult with ELT on salary budgets
