Independent Disability Services (IDS) was established in 1986 to assist people with a disability transitioning from an institutionalised setting into an environment of care, where they are supported to live the life they want. It is an incorporated not-for-profit organisation offering services across Melbourne as a registered provider with NDIS, TAC and WorkSafe.
Working closely with the board, your objective is to lead an exciting growth phase on behalf of the organisation’s clients, through effective leadership, management and the achievement of the IDS Purpose, Vision and Strategic Directions.
A proven leader in the non-profit/disability sector, you excel in motivating staff to deliver optimal business outcomes. Building, maintaining and nurturing harmonious relations with internal and external stakeholders, particularly clients, their families and the NDIA, is a critical success factor.
Position Description
Under delegation from the Board, the CEO will be responsible for the day-to-day management and administration of Independent Disability Services (IDS). This will include leadership and management of personnel, policies, processes, financial and material resources. Key to this role will be building and maintaining strong relationships with internal and external stakeholders, including clients, NDIA, other disability service providers, and relevant Government agencies.
The CEO will have an in-depth knowledge of and be capable of successfully leading the organisation’s operation within the NDIS environment. The CEO will have strategic and innovative business skills and extensive experience to lead and guide the IDS Management team.
The CEO will have outstanding personal attributes including personal drive and integrity, highly developed written and verbal communication, and consultation skills as well as a sound knowledge of the not for profit sector. The CEO will possess highly developed managerial skills and an ability to respond flexibly and promptly to organisational requirements and have the capacity for leading, managing, developing and motivating staff members to achieve business outcomes and to create a shared sense of purpose within and across the organisation.
The objectives of the position are to:
- Work closely with the Chairperson to enable the Board to fulfil its strategic guidance and governance functions; and
- Provide executive leadership, operational management and direction towards achievement of IDS’ Purpose, Vision, and Strategic Directions, in accordance with the Governance Procedures, Delegations, Policies and Procedures of IDS.

Direct reports: General Manager Client Services; Finance Manager; Manager People, Learning and Culture; Marketing and Communications Manager; Manager Quality, Risk and Compliance
Key Accountabilities/Duties
- Undertake executive management of IDS under delegation from the IDS Board.
- Provide IDS with executive and strategic leadership and operational management. This includes responsibility for managing progress towards achieving the organisation’s objectives and strategic directions.
- Ensure that the operations and activities of the organisation are conducted in compliance with relevant legislative frameworks, applicable by-laws, regulations, governance arrangements, policies, and sound business practices.
- Manage IDS in accordance with the financial and business plans, strategies and budgets developed for and by the Board and in accordance with the instructions of the Board.
- Ensure that the Board is regularly provided material for consideration and advice on operational and financial matters that will / may affect IDS’ strategic priorities, strategic plans, business plans and budgets.
- In partnership with the Board, determine the annual goals and objectives for management and ensure that the Board’s decisions are implemented effectively and efficiently.
- Develop budgets for approval by the Board. This includes development of operating forecasts, expenditures, operational results, and financial performance.
- Ensure audit processes are carried out and reported to comply with relevant legislation, IDS Constitution and funding requirements.
- Ensure that IDS is quality accredited and continuously strives to improve its process and quality of services it provides and to foster innovation, learning and professional growth.
- Identify and manage corporate risks, including informing the Board in a timely manner of any issues of public concern or risk that may affect the organisation.
- Develop and maintain an effective organisational structure, establish, and document clear roles and responsibilities for individuals within the organisation.
- Ensure that the Managers and other staff practice responsible and ethical behaviour, integrity, transparency, and accountability and that they promote a culture that upholds IDS values.
- Establish and maintain effective control mechanisms for the Organisation’s operation to ensure the integrity of internal control and management information systems.
- Develop and maintain appropriate external steering groups and develop strategies for effective engagement with appropriate industries, governments and communities that will lead to productive collaborations with stakeholders both inside and outside IDS.
- Act as principal spokesperson for IDS and promote the organisation’s services to external stakeholders.
- Develop and maintain effective risk management strategies relation to areas such as finance/delivery of programs/people management.
Key Selection Criteria
- Demonstrated knowledge of the Disability Sector
- Extensive experience as a Chief Executive Officer responsible for executive oversight, including budgets
- Demonstrated strategic and operational leadership skills to facilitate development of strategic/business plans relevant for the ongoing viability of the organization.
- Demonstrated knowledge of human, financial/economic and physical resource management issues and demonstrated experience in compliance with legislative and quality frameworks.
- A demonstrated ability to establish and engage networks across a diverse range of stakeholders, including clients, government, industry, and community organisations.
- Proven ability to negotiate the acceptance of new initiatives and in liaising and managing key relationships with clients, senior personnel within the disability sector, the community sector, in government and in business.
- Demonstrated high-level written and verbal communication and interpersonal skills with an ability to work effectively with people within and externally to IDS.
- Demonstrated ability to establish standards, guidelines, and principles in relation to the responsibilities of the position.
- Demonstrated sound knowledge of contemporary human resource management issues at both the broad and the specific level.
- Demonstrated success in leading organisational change and being an innovator for that change.
Qualifications
Graduate qualification in business or related discipline and/or relevant Senior Executive/CEO experience in managing a small to medium sized organisation within the not-for-profit sector.

- IDS is committed to Continuous Quality Improvement (CQI) and employees are required to follow and develop business processes and support the IDS quality assurance system.
- Provide a National Criminal History Check and a Working with Children Check prior to commencement of employment and renew every two years.
- Maintain a current Victorian driver’s licence and declare a record of driving history for insurance compliance.
