Position Objective

The CEO provides effective leadership and vision for Bayley House to deliver quality support services for people with disabilities and to grow responsibly, in a positive and sustainable manner. The CEO sets the ‘tone’ for Management to foster ethical and responsible decision making, appropriate management and best practice governance. The CEO embodies the values and culture of the organisation.

Function

  • To implement the strategic goals and objectives of Bayley House
  • With the Board Chair, enable the Board to fulfil its governance function
  • To give direction and leadership toward the achievement of the philosophy, vision, strategy and annual goals and objectives of Bayley House

Key Position Responsibilities

Board Administration and Support

  • Supports operations and administration of the Board by:
    • advising and informing Board Members,
    • interfacing between Board and staff,
    • supporting Board’s evaluation of
  • Communicate in a timely fashion with the Board on material matters affecting Bayley House

Program and Service Delivery

  • Champions design, marketing, promotion, delivery, and quality of programs and services

Leadership

  • Provide leadership and vision to manage Bayley House in the best interests of its stakeholders.
  • Provide leadership in setting, reviewing and delivering the Vision, Principles, Values, Strategic Plan and Annual Operating Plan of Bayley House, in conjunction with the Board
  • Inspire Bayley House stakeholders to be confident in the organisation’s capacity to deliver on its vision
  • Lead the growth of Bayley House’s business in a positive and sustainable manner through resourceful people, capitalising on superior assets and innovation, and operating in a socially responsible manner

Community

  • Be a community leader and ensure that Bayley House contributes to the well-being and improvement of the communities for which, and in which, it operates
  • Ensure that the organisation and its Vision, programs and services are consistently presented with a strong, positive image to relevant stakeholders
  • Serve as the external spokesperson and principal liaison for Bayley House, including effectively managing relations with Bayley House’s external stakeholders, such as clients and their family members, communities in which Bayley House operates, suppliers, the media, governments, other non-government organisations and the public generally
  • Be responsible for communicating Bayley House’s vision, principles, values, strategy and business plan to external stakeholders

Corporate Social Responsibility, Ethics and Integrity

  • Provide leadership to Management in support of Bayley House’s commitment to our clients and their families
  • Foster ethical and responsible decision-making by Management
  • Set the ethical tone for Bayley House and its Management, including:
    • Overseeing the administration and implementation of, and compliance with, Bayley House policies and procedures
    • Taking all reasonable steps to satisfy the Board as to the integrity of the CEO and other senior officers
    • Taking all reasonable steps to satisfy the Board that the CEO and other senior officers create a culture of integrity throughout the organisation

Strategic Planning

  • Ensure the development of a Strategic Plan for Bayley House to maximise stakeholder value and recommend the plan to the Board for review and, at the discretion of the Board, approval
  • Ensure the implementation of the Strategic Plan and report to the Board in a timely manner on the progress of, or deviations from, the Strategic Plan or any parameters established by the Board

Business Management

  • Provide general supervision and management of the day-to-day affairs of Bayley House within the guidelines established by the Board, consistent with decisions requiring prior approval of the Board and the board’s expectation of Management
  • Develop and maintain sound financial practices
  • Ensure the development of an Annual Operating Plan including business plans, operational requirements, organisational structure, staffing and budgets that support the Strategic Plan and recommend the Annual Operating Plan to the Board for review and, at the discretion of the Board, approval
  • Ensure the implementation of the Annual Operating Plan and direct and monitor the activities and resources of Bayley House, consistent with the strategic direction, financial limits and operating objectives approved by the Board
  • Recommend annual budget for Board approval and prudently manage resources within those budget guidelines according to current laws and regulations
  • Approve commitments within the limits of delegated approval authorities

Philanthropy / Fundraising

  • Ensure Philanthropic strategy is developed and in action driving outcomes aligned to the strategic objective and building strong and sustainable community relationships.

Risk Management

  • Assure the Board that the proper systems are in place to identify and manage business risks and that such risks are acceptable to Bayley House and are within the guidelines established by the Finance Committee and the Board
  • Ensure the accuracy, completeness, integrity and appropriate disclosure of Bayley House financial statements and other financial information through appropriate policies and procedures
  • Establish and maintain Bayley House disclosure controls and procedures through appropriate policies and procedures
  • Establish and maintain Bayley House internal control over financial reporting through appropriate policies and procedures
  • Ensure that Bayley House has complied with all regulatory requirements for Bayley House financial information, reporting, disclosure requirements and internal control over financial reporting
  • Ensure appropriate policies and procedures of Bayley House are developed, maintained and embedded

Organisational Effectiveness/Succession

  • Effectively manage the human resources of the organisation according to authorised personnel policies and procedures that fully conform to current laws and regulations
  • With the Board, ensure that Bayley House has an effective Senior Management team below the level of CEO; which provides advice and information to the Board and its Committees as required; and that there exists an effective plan of succession and development for the CEO and senior Management
  • Recommend appointments to senior Management, monitor performance of senior Management and provide feedback and training as appropriate

CEO Performance

  • With the Board, participate in developing CEO Annual Accountabilities, consisting of personal and corporate goals and objectives aligned with Bayley House Vision, Values, Strategic Plan and Annual Operating Plan as well as indicators to measure the performance of the CEO. Present these goals to the Board for review and, at the discretion of the Board, approval
  • Prepare an annual self-evaluation and review with Board Chair
