Purpose of the Position
Reporting to the Director Executive Services, the Manager Quality Assurance will be responsible for developing and maintaining a Quality Assurance (QA) framework within Batchelor Institute that supports, and is compliant with, The National VET Quality Framework and its Standards and the Tertiary Education Quality Standards Agency regulations. The position encompasses managing the Quality Assurance Team, advisory, coaching and mentoring responsibilities of Senior Lecturers and Lecturers, and to provide assistance and work with Directors and their Directorates and Heads of Divisions in the strategic and operational aspects of the Registered Training Organisation and Higher Education management.
Duties
- Develop, in consultation with the Director Executive Services and relevant internal stakeholders an annual Quality Management Plan and internal audit and training schedules.
- Lead and manage the Quality Assurance Branch.
- Develop, and implement a VET Continuous Improvement Strategy across Batchelor Institute to ensure practices comply with continuing registration and accreditation requirements and that a continuous improvement culture develops across all sectors of the Institute.
- Manage, coordinate, and continue to improve the QA documentation for both VET and Higher Education sectors to ensure that accreditation and registration requirements are met.
- Establish and maintain relationships with key internal and external stakeholders), to ensure the Institute is meeting its formal accreditation and quality management objectives.
- Develop and maintain appropriate communication strategies to ensure the institute is provided with timely and accurate data and advice regarding the formal accreditation process and standards for maintaining accreditation and continuing registration requirements.
- Develop and build a good working relationships with the Australian Quality Skills Authority, the Tertiary Education Skills Agency, the NT Department of Education and Training and other regulating bodies as they relate to the Institute.
- Oversee the monitoring of training packages changes or release of new training packages and ensure that scope transitional processes and applications occur within regulated timelines.
- Develop VET systematic processes that sets procedures and monitoring processes for managing areas of Industry Engagement, Validation, Evaluation, Recognition of Prior Learning, and Third-Party Agreements.
- Manage VET Centralised Registers such as Staff Skills Matrix, Continuous Improvement, Risk, Validation and Registration of Scope.
- Conduct regular reviews and internal audits of RTO and Higher Education operational processes to assure quality standards are consistently maintained and are compliant.
- Mentor, Coach and advise Senior Lecturers and training and assessment staff on continuously improving standards to maintain industry benchmarks and best practice principles throughout the Institute.
- Manage all change of registered scope applications and assist training staff in developing new courses in areas of design, training resources, consultation processes and strategic planning.
- Conduct and facilitate professional development workshops on Quality Management to Institute staff and other identified PD workshops when required.
- Be responsible for the management of external audits conducted by the Australian Quality Skills Authority.
- Be the registered contact for the Australian Quality Skills Authority and the Tertiary Education Quality Skills Agency.
- Attend and contribute as a member to the academic committees, VET leadership groups and act as an ex-officio member of the Academic Board.
- Undertake other reasonable duties as directed by your line manager.
Selection Criteria
- A relevant degree with extensive relevant experience or an equivalent combination of extensive relevant work experience and /or education/training. (TAE40116 Certificate IV in Training and Assessment or its successor, or higher qualification in the Adult Education line).
- Demonstrated experience in working effectively in culturally diverse teams within the social, political, and cultural environments of Aboriginal and Torres Strait Islander families, communities, and organisations.
- Demonstrated experience to initiate and drive change and motivate others to enhance service delivery.
- Demonstrated skills and experience in project management including developing systems, QA practices and data management.
- High level computer literacy with considerable experience using a range of relevant software applications and web-based technology.
- A high level of knowledge and management skills on the National VET Quality Framework and its Standards and Performance Assessment (audit) processes.
- Experience in planning and delivery of staff professional development programs.
- Demonstrated highly effective interpersonal skills including proficient written and oral communication and the ability to build and maintain effective professional relationships. which can be adapted to meet the needs of people from all educational levels.
- A strong working knowledge of the Legislation governing higher education and vocational education and training.
- Understanding of Work Health and Safety principles and practices, and ability to comply with Institute WHS Policies and Procedures.
Licences
Applicants must have an Ochre Card and a current Police Check and/or the ability to obtain these prior to commencement.
