Purpose of the Position
The Dean Higher Education and Research is a key leadership role of the Institute. The Dean is accountable for the day-to-day operations and management of the HERD Division and key strategic initiatives to position the Institute as the provider of choice for Indigenous Australian People in tertiary education. This includes TEQSA re-registration reporting and regulatory requirements and implementing a program to develop a high-quality AQF7 degree program. The Dean will be responsible for creating an academic environment that encourages scholarship, responsive student-centered learning and teaching, research and research training and language and support programs, to ensure an outcome of success.
The Dean reports directly to the Deputy CEO Academic and Student Experience and is a member on the Institute Academic Board, Ethics Advisory Committee and Research Committee. The Dean HERD will be required to form collaborative partnerships with the Director VET, Director Executive Services, Director Student Experience, the Director Central Australia and Regional Development, and the Chief Financial Officer.
Special conditions: The scope of the job may require attendance at evening and/or weekend activities, meetings, and seminars. Intra and Interstate travel may be required periodically.
Duties
- Create an academic environment through constructive leadership practices that encourages scholarship, responsive student-centered learning and teaching, research and research training, language and literacy programs, including enabling programs, to ensure student success.
- Remain abreast of relevant Australian regulatory and compliance requirements including TESQA and ASQA and work with the Quality Assurance unit to maintain and/or address compliance concerns.
- Provide strategic leadership management to ensure the development, delivery and review of contemporary programs and curriculums aligns to the strategic vision of the Institute.
- Oversee the administration and compilation of curriculum proposals prepared by academic staff for programs of study, including documentation required for the complex Institute and regulatory governance processes, and maintenance of curriculum and degree program information in Institute systems and publications
- Manage the Division's budget and resources, planning and implementing strategic growth initiatives and ensuring sustainability and innovation to achieve long-term viability and the ability to adapt to change.
- Provide high level strategic advice and sophisticated reporting to the Senior Executive Team, Academic Board and/or the Institute Council regarding contemporary higher education, research and language programs on strategic business directions and decisions that are informed, relevant and consistent with the Institute’s strategic objectives, including analysis and insights on curriculum matters
- Develop and implement a 5-year teaching and learning strategy/plan that includes creation of training pathways between VET and Higher Education, a phased re-introduction and accreditation of undergraduate courses, and aligns with the needs of community and NT and Commonwealth Government priorities.
- Develop effective relationships and partnerships with internal and external key stakeholders to ensure collaborative relationships that support the delivery of successful HERD programs.
- Identify and secure diversified sources of revenue consistent with the ethos of Batchelor Institute.
- Participate in high level academic meetings, and other meetings, including key stakeholder meetings with funding bodies.
- Provide sophisticated reporting, analysis and insights on curriculum matters for the Senior Executive, Academic Board and Council.
- Undertake other reasonable duties as directed by your line manager.
Selection Criteria
- PhD qualification(s) and a clear understanding of the broader national and international context of tertiary education and an in-depth knowledge of higher education policy and practice.
- A good track record in a research field or excellent professional standing in teaching and leadership in a chosen field.
- Experience on state, national or international bodies and willingness to represent the Institute to enhance the Institute’s position and standpoint regarding Indigenous Australian issues.
- Knowledge and understanding of TEQSA standards and relevant Commonwealth, State/Territory legislation.
- Demonstrated leadership and management experience in the tertiary education and research sector including business planning, resolution of complex operational issues, finance management, leading complex projects and driving innovation and continuous improvement.
- Proficient with technology both in common use across the sector as well as new technologies that can support student learning and encourage staff into new ways of thinking, including artificial intelligence.
- Demonstrated high level human resource and financial management skills, including proven success in working collaboratively to drive business development and sourcing alternate revenue streams and opportunities to support financial viability.
- Highly effective interpersonal skills including proficient written and oral communication which can be adapted to various audiences from all educational levels.
- A strong and strategic understanding of opportunities and challenges that face Indigenous Australian education in the context of the working lives of graduates, industry engagement, community and family circumstances of students and opportunities for growth which have local, national and international relevance.
- Proven influencing skills with the ability to build and manage complex relations with internal and external stakeholders and lead changes to achieve educational and business outcomes.
- Demonstrated experience and success in developing and implementing a quality framework in an academic context, driving continuous quality improvement and ensuring appropriate governance.
- Proven success in working collaboratively to drive business development and sourcing alternative revenue streams to support ongoing financial viability.
- Demonstrated ability to work effectively in culturally diverse teams within the social, political, and cultural environments of Indigenous Australian families, communities, and organisations.
- Ability to quickly acquire knowledge of the Institute’s structure, functions and objectives.
- Understanding of Work Health and Safety principles and practices, and ability to comply with Institute WHS Policies and Procedures.
- Demonstrated capacity to initiate and drive change and motivate others to enhance service delivery and grow Batchelor’s footprint in becoming the institution of choice for Indigenous Australian students.
