Avenue Neighbourhood House @ Eley Inc., is located in Blackburn South and has been serving the local community since 1982.

Avenue Neighbourhood House is a vibrant and busy Neighbourhood House offering a wide range of education and learning opportunities, and we are seeking an enthusiastic, dynamic, caring, and skilled Manager to lead our strong team of staff and volunteers in advancing the organisation’s Vision and Mission to deliver services to the community.
The House also offers a suite of social and recreational programs as avenues for local community participation and bringing people together.
Additionally, Avenue Neighbourhood House:
- Is a Registered Training Organisation (RTO 20213) with the Victorian Registration and Qualifications Authority (VRQA) providing nationally accredited courses for adolescents through to adult learners.
- Is a Learn Local organisation with funding provided by the Adult Community and Further Education Board (ACFE) for pre-accredited courses to upskill people for work, study and life skills.
- Offers high quality childcare and early learning and is registered with the Department of Education.
THE ROLE
This is an ongoing part-time position of 30.4 hours per week. Salary and conditions of employment are in accordance with the Neighbourhood Houses and Adult Learning Collective Agreement SCHADS level 7–8 depending on experience.
The House Manager is responsible:
- For leading the overall operation of Avenue Neighbourhood House @ Eley Inc., (ANH@E), including the oversight of all House operations (RTO, Childcare and Early Learning, Learn Local/ACFE, social and recreational programs, finance, staff, funding, and service agreements).
- To the voluntary Committee of Management (Committee) for the effective and efficient management and operations of ANH@E, ensuring that it is managed and operated in accordance with the Committee’s policy decisions and service agreements with various funding bodies and government legislation and regulations, and with the guidance of the Committee to oversee the implementation of the strategic plan for ANH@E.
- For developing and maintaining strong working relationships both internally with the Committee, staff, and volunteers, and also externally with the broader community, including the development of new activities, initiatives or programs and new internal and external relationships. The House Manager represents ANH@E within the community and services sector, working cooperatively with local, state, and federal government departments, and being an active participant in relevant networks including Whitehorse Community Houses and Neighbourhood Houses Victoria.
QUALIFICATIONS AND EXPERIENCE
- Relevant tertiary qualification(s) in public sector management, community development, education, social science, or related field, and a minimum of three (3) years’ experience working in a management or strategic leadership role in one or more of the public sector, community sector, neighbourhood houses, and/or adult education and community organisations, including operational, financial, and human resources management as well as experience in managing the full development lifecycle of new programs and services.
- Experience in formulating strategic and operational plans and managing budgets, including the allocation of resources to achieve funding and contractual obligations effectively and efficiently within an organisations.
- An understanding of, and familiarity with, the legal obligations relating to child safety (Mandatory Reporting), and a strong commitment to the implementation of the eleven (11) Victorian Child Safety Standards.
- A clear understanding of childcare/early learning operations and the Children’s Services Regulations 2020.
- Experience in developing grant programs and developing and implementing community engagement programs, and a sound knowledge of community development principles.
- Highly developed written and oral communication, negotiation, reporting, and grant application writing skills.
- Strong business acumen, project management, and leadership skills supporting long-term organisational sustainability.
- A solid understanding of the Education and Training Reform Act 2006 (Vic) and the Australian Quality Training Framework (AQTF) Essential Standards for RTO Registration.
- Experience in federal, state, and local government policies, strategies, and funding opportunities, and in developing effective networks and partnerships with key stakeholders.
- Experience in human resources management and providing strategic leadership, with an ability to work independently and resolve complex issues with minimal supervision.
