Established in 1990, arbias Ltd is a not-for-profit organisation with a workforce of 100+ staff that supports people with a suspected or diagnosed Acquired Brain Injury (ABI) and people with multiple comorbidities such as physical disabilities, mental health, alcohol and other drug related issues, connection with the criminal justice system and high complex needs. We are a recognised industry leader in this field providing a range of specialist support services across metropolitan, rural and regional locations in Victoria and NSW. 

Services

arbias services in Victoria assist people with high complex support needs to integrate and re-integrate into local communities, gain life skills, remain in the home or prevent homelessness and learn to direct their own goals, aspirations, dreams and lives to become legitimate contributors to their communities.

Services include but are not limited to:

The Role:  

The State Manager Client Services (Victoria) is responsible for the direct oversight of strategic and operational management of Victorian services. This includes governance, contractual and legal compliance, program delivery, quality and performance outcomes, stakeholder relationships, workforce development and staff performance and support for 50 staff.

The State Manager will utilise evidence-informed and best-practice methodologies to provide leadership, mentoring and coaching to staff on person centred planning and person directed services through the provision of practical advice to team leaders, House Supervisors and direct support staff.

The role will be responsible for increasing the profile of arbias through strategic partnership development across the disability, mental health, alcohol and other drug, housing and Aboriginal sectors, and developing and maintaining relationships with other key service providers through attendance at network meetings and other key forums including liaison with key personnel and other stakeholders.

The State Manager is a senior position within the arbias Executive team. The role is expected to work with a high level of autonomy with direct line management responsibility for:

  • Team Leader Client Services (Specialist Intensive Case Management, NDIS Support Co-ordination)
  • Team Leader Client Services (Core Support Team & Community Programs)
  • House Supervisor, Abbotsford
  • House Supervisor, Glen Roy
  • House Supervisor, Wheelers Hill

The position is accountable to the CEO.

Responsibilities:

Leadership

  • Build and maintain positive team culture which aligns with organisational values and goals through effective people management and modelling.
  • Lead, coach, guide and share knowledge with teams to encourage learning and reflection.
  • Maximise effectiveness by selecting, developing, managing and motivating high performing teams.

Service Excellence

  • Provide oversight of Victorian programs to ensure required legislation, contractual obligations (KPIs and program targets) and policy and procedures are followed.
  • Use understanding of the client and other stakeholder expectations to tailor and deliver high quality services.
  • Ensure high quality data and performance reporting.
  • Constructively deal with service and client issues that arise in a timely manner.
  • Identify and effectively manage risks to service delivery.

Strategic Planning

  • Explore opportunities to increase fee for service and diversification of funding.
  • Evaluate program effectiveness and performance, ensuring appropriate model of care and value for money interventions.
  • Develop and/or review organisational policies, procedures and publications.
  • Identify and manage a range of complex and often competing needs.
  • Identify gaps in current service models and develop improvement strategies.
  • Lead strategic planning processes.

Stakeholder Engagement

  • Develop and maintain collaborative client focussed relationships with stakeholders.
  • Forge partnerships and build trust through consistent engagement and actions.
  • Find innovative solutions to resolve stakeholder issues.
  • Develop evidence-informed program support material, resources and training material to support arbias’ strategic direction.

Key Selection Criteria:

  • Proven extensive experience in the provision of services to people with a disability, people with an acquired brain injury, complex needs, dual diagnosis and behaviours of concern, including case coordination or case management.
  • Highly developed leadership skills with demonstrated experience in providing effective supervision, mentoring and coaching of staff and colleagues leading to improved outcomes.
  • Demonstrated ability to work with a high level of autonomy balanced with appropriate early notification to the CEO of identified risk.
  • Experience in the operational management of programs including a well-developed understanding of person-centred and person directed practices, budgets, quality and performance expectations, business growth and service diversification.
  • Demonstrated experience working in partnership with internal and external stakeholders to deliver on shared goals of achieving better client outcomes.
  • Ability to represent the organisation at a State level with professionalism and integrity, and demonstrate initiative, flexibility and positive attitude.
  • Understanding of the NDIS and its processes.
  • Well-developed computer skills.
  • Relevant Tertiary qualification or equivalent experience within organisational management with a willingness to develop further knowledge in the areas of Acquired Brain Injury, Justice, Alcohol & Other Drugs, Mental Health and Dual Diagnosis

  • Current National Police Check
  • Current Working with Children Check (WWCC)
  • Current Victorian Drivers Licence
  • Agreement to undertake mandatory training as required
