A unique and exciting opportunity is available for a dynamic Operations Manager with experience in compliance and contracts to join our team!

This is a new role for ANROWS and the right candidate will join the Leadership Team to help deliver an agenda for strategic impact in one of the most pressing issues our country faces today. Join us to help make a difference in ending violence against women and children.
The Operations Manager will support the organisation in general compliance, governance, risk management and manage end-to-end contract processes, including funding agreements for and from ANROWS. 

This pivotal role will involve close collaboration with internal stakeholders, as well as ANROWS’ external legal advisors and other partners, ensuring that all contractual decisions are made inclusively and ensuring full compliance. It will provide expert advice and pragmatic solutions throughout the contracting process. 

This role will also assume responsibility as Company Secretary and assist the CEO and Executive Assistance in Board and sub-committee matters, including the Finance, Risk & Audit and the Appointments & Governance Committees.  

This role will also supervise IT and internal systems such as information management. 

About ANROWS

ANROWS is an innovative research organisation established as an initiative of Australia’s first National Plan to Reduce Violence against Women and their Children 2010–2022 by the Commonwealth Government and all state and territory governments of Australia.

Our primary function is to build the evidence base that supports ending violence against women and children in Australia. ANROWS is embedded in the National Plan architecture and will continue to deliver and develop this function across the next decade under the National Plan to End Violence against Women and Children 2022–2032.

About the position

This is a full-time position, reporting to the Director, Strategy and Organisational Development. This position is located at the ANROWS national office in the Sydney CBD with hybrid working arrangements available. The appointment is a fixed-term, two-year contract from commencement until with the possibility of extension, subject to funding. The role will likely supervise 1-2 direct reports.

Remuneration and leave entitlements

The salary for this role is dependent on experience, with a range of $130,000 to $145,000 per annum, plus 11.5% employer contributions to the employee’s chosen superannuation fund, with the option to salary sacrifice. ANROWS staff are entitled to four weeks’ annual leave, in addition to personal and sick leave, as well as an additional 3 days’ Christmas leave.

Key responsibilities

  • End-to-end contract management across a range of internal and external partners, suppliers, funding bodies and consultants. Duties include, but are not limited to drafting, reviewing, renewals, negotiations, milestones and obligations oversight (note, this does not include the management of staff employment contracts). 
  • Overseeing ANROWS’ contractual reporting obligations to government. 
    Liaising with internal research and communications staff to ensure contract milestones (financial and non-financial) are met. 
  • Company Secretary and Board support: 
    • notify directors, and coordinate meetings including development of agendas, documentation to support discussion and decision-making, Director attendance, staff attendance as required and minute-taking 
    • oversee compliance with legislative and regulatory obligations, develop policies with key stakeholders, offer guidance on the Constitution, and advise on Director liability and other governance implications. 
    • maintain registers, update policies and documentation, support Director inductions, and assist the Chair, Board and subcommittees as needed. 
  • Assess risk and triage contractual/legal issues to agreed escalation points in relation to contracts and program implementation, including effective liaison with outsourced legal counsel. 
  • Oversee the administrative processes related to compliance with legal, regulatory, and internal policy requirements. 
    Maintain the organisation's risk register, ensuring all identified risks are recorded, updated, and monitored for changes. 
  • Oversee the organisation’s IT function (currently outsourced) and information management and supporting systems.
  • Support and assist the Finance Manager during internal compliance audits.
  • Assist with monitoring the enquiries mailboxes and action claims, complainant and concerns. 
  • Provide strategic advice to the CEO and Senior Management Team on matters relating to general compliance and risk of the organisation and prepare tenders and quotes and assist in negotiating new contracts. 
  • Annual Reporting: support the preparation of annual reports.

Selection criteria

Essential

  • Tertiary qualifications and/or demonstrated experience: in generalised operational management, covering contract management, procurement, risk and compliance.  
  • Experience in the Company Secretary role and/or working within complex governance environments including at Company Board and sub-committee levels. 
  • Handle confidential information: Manage and maintain sensitive and confidential information, ensuring it is handled in compliance with the organisation's policies and procedures. 
  • Analytical skills: the ability to analyse information and identify issues. 
  • Communication skills: the ability to communicate clearly and effectively with a variety of staff and stakeholders.  
  • Technical skills: knowledge of systems and applications used in contract management. 
  • Contract law knowledge: understanding of contract terms, conditions, and legal requirements. 
  • Risk management: the ability to identify, manage and report organisational risks.  
  • Financial skills: the ability to understand, analyse and draw on organisational financial information. 
  • Interpersonal skills: the ability to work well with others and build strong relationships. 

Desirable

  • Experience in IT and systems management. 
  • Experience in a not-for-profit environment will be highly regarded. 
  • Understanding of gender-based violence and its impacts on women and their children is highly regarded.
