The Australian Nursing and Midwifery Federation Tasmanian Branch (ANMF) is the largest union and professional body for the nursing and midwifery workforce in Tasmania. Representing, advancing and empowering nurses, midwives and care workers through leadership, advocacy and active participation in industrial, professional and political issues that influence the lives of our members and the important services they provide to the community. HERC is an initiative of the ANMF and is a registered training organisation (RTO) providing accessible, high quality training for health professionals. This role will work across both the ANMF and HERC teams.

The Role

The new role of People and Culture Business Partner at the ANMF will be responsible for delivering generalist human resources (HR) services, focusing on the employee end-to-end life-cycle, enhancing management and team capabilities, and monitoring strategic and operational targets (including financial). Oversee work health and safety (WHS) compliance and provide HR advice in line with relevant industrial relations (IR) and WHS legislation to senior management and executives. The role will manage employee relations for a team of approximately 40 staff and work collaboratively with key stakeholders to offer strategic advice and recommendations on the current and future HR landscape within the ANMF and HERC. This role is a part-time position of 0.6 FTE with a competitive salary and is located in the a convenient CBD location.

Key Responsibilities

  • Employee life-cycle - Manage all recruitment, selection, induction, retention and exit processes (with manager consultation);
  • Assisting all levels of management with achieving strategic and operational objectives and developing individual performance improvement plans for individuals where required to meet these (including financial);
  • Develop individual and team capability through support of managers to aid in development of training and education plans;
  • Consulting, assisting and advising on staffing proposals, structures and job design;
  • Conduct and oversee engagement/climate surveys and develop strategies to identify risks and address issues as and when required;
  • Manage grievance processes and escalate issues when necessary;
  • Ensure adherence to best practice HR activities and compliance with relevant legislation;
  • Provide strategic advice to the ANMF Branch Council and Management team regarding organisational culture, values and workforce planning;
  • Chair the WHS committee and make recommendations to senior management;
  • Manage, promote and enforce HR policies, including updating existing HR policies/procedures.

Selection Criteria

  • Extensive knowledge of HR management principles, legislation and practices, specially including the Industrial Relation Act of 1984, Work Health and Safety Act 2012 and the Fair Work Act 2009;
  • Extensive and proven hands on experience in HR management;
  • Proven experience developing team capability to achieve strategic and operational objectives, including financial;
  • Ability to investigate, analyse, balance competing interests and provide sound advice based on professional knowledge, previous experience, relevant legislation and independent research;
  • Excellent communication skills, interpersonal skills, ethics, and cultural awareness;
  • Resourceful, problem-solving aptitude;
  • Agile and adept to change with a can-do attitude.

Essential Qualifications & Experience:

  • Tertiary qualifications in Human Resources or extensive equivalent experience;
  • A Strong generalist HR background and knowledge of key HR areas of practice including, ER/IR, WHS, Recruitment, Remuneration and Benefits;
  • Comfortable within a ‘hands on’ role supporting key stakeholders;
  • Excellent communication skills, interpersonal skills, ethics, and cultural awareness;
  • Resourceful, problem-solving aptitude and thorough knowledge of HR procedures and policies;
  • Previous experience in supporting senior management teams of a similar sized organisation;
  • Experience/exposure to Enterprise Bargaining Agreements across private/public sectors as well as experience within Union bodies and/or healthcare related industries.
