ADACAS provides individual and systemic advocacy together with people with disability, older people, people with mental ill-health and informal (family/friend) carers.  ADACAS advocates to assert, promote and protect human rights.  ADACAS has a strong reputation as a human rights organisation and participates in a range of opportunities, both locally and nationally to seek to influence change.

ABOUT THE ROLE

The Systemic Advocacy and Service Delivery Manager holds a senior management position and is responsible for leading the Systemic Advocacy work with the CEO, and the oversight and day-to-day running of our three Advocacy Teams. ADACAS advocates support people with disability, people experiencing Mental Ill-Health, Older People, people going through an External Merits Review and/or an AAT Appeal, people making Redress applications and Disability Royal Commission submissions.

key responsibilities

  • Actively participate as a member of ADACAS’ Leadership Team with collective accountability for operationalising and delivering the strategy.
  • Contribute to ADACAS’ strategic and work planning processes and provide analysis of outcome data that measures the effectiveness of programs against KPIs.
  • Keep abreast of sector and government innovations which have the potential to impact on ADACAS’ operations.
  • Contribute to an organisational culture that aligns with ADACAS’ values and promotes accountability.
  • Supervise and support the work of the Team Leaders through regular, planned and documented supervisory sessions.
  • Work with the CEO to ensure clinical supervision is effective for all advocates and that health and well being initiatives, including EAP are contributing to psychologically safe and positive organisational culture.
  • Identify areas for continuous improvement and/or where operational ADACAS policies require updating.
  • In consultation with the CEO, identify training and other professional development opportunities for Team Leaders that align with our strategic objectives, and assist the Team Leaders to source and organise training for staff within programs.
  • Conduct annual performance appraisal meetings with Team Leaders and record goals, training requirements and other measures.
  • Seek and reflect upon feedback from clients regarding the quality of the service they have received from ADACAS, and work with the Quality and Project Manager to develop frameworks and tools to continuously review and improve our advocacy service.
  • Work together with Team Leaders and advocates to identify and collate information and evidence about systemic issues affecting the populations with which ADACAS works, and to synthesise this into key messages.
  • Be informed and stay current of the policy environment (and the systems/laws/policies) that impact the rights of people with disability, people with mental ill health, older people and carers living in the ACT and NSW.
  • Lead, develop and refine advocacy positions on various topics via research (including development of literature reviews if needed), collaboration, codesign and consultations.
  • Write and/or support staff to contribute towards submissions, reports and other correspondence for ADACAS relevant to systemic advocacy matters and issues of significant policy importance.
  • Represent ADACAS on specific external committees, government advisory groups, stakeholder networks and at forums as required.
  • Work proactively towards co-designing ADACAS’ systemic advocacy priorities, positions and updates, with people with disability, people with mental ill health, older people and carers. Assist in the fostering, development and maintenance of strategic partnerships with NGO’s and Government Agencies.

Skills, Experience and Attributes

  • Demonstrated experience working at a senior management position with high-level leadership, mentoring and interpersonal skills.
  • Well-developed strategic thinking and planning skills.
  • Highly developed written and oral communication skills with an ability to influence.
  • High level organisation skills including well-developed priority-setting skills and the ability to meet deadlines.
  • Experienced with contract management and government reporting.
  • High degree of integrity, strong work ethic and sound judgement.
  • Ability to adapt and thrive in a dynamic and fast paced environment.
  • Excellent research, policy analysis and policy development skills.
  • The ability to build and maintain relationships with diverse stakeholders.
  • High level strategic thinking and organisational skills including well-developed priority-setting skills and the ability to manage competing priorities and meet deadlines.
  • Values that align with those of a Human Rights organisation, including a commitment to valuing and respecting diversity and inclusion.
  • Intermediate to advanced MS Office skills (Excel, Word and PowerPoint).

Experience and knowledge

  • Experience in working and/or advocating together with people with a disability, people with mental ill health, older people and/or other communities who experience discrimination and/or disadvantage, and in operating within a social justice framework.
  • Knowledge of and willingness to stay current with
    • legislative and social policy context and issues, at an ACT, NSW and national level
    • human rights, and contemporary disability, mental health and social justice policy issues and debates.
  • Demonstrated ability to understand and apply legislation, policies and procedures, including the ability to identify issues and problem solve.
  • Experience in effective collaboration and consultation with diverse populations.

qualifications

A tertiary qualification in social work / psychology / human or community services/ law / public policy OR an equivalent combination of relevant experience / education / training.
