About the Program

Managed by Abt Associates, the Specialist Health Service (SHS) provides strategic input on health to the Australian Government’s Department of Foreign Affairs and Trade (DFAT). The SHS is the primary source from which DFAT accesses health and development expertise and advisory services to improve the quality of health programming across DFAT’s global and regional health portfolio, through enabling access to responsive technical advice and support.

About the Opportunity

The Health Specialist will provide oversight, technical leadership and management of Australia’s health portfolio in Cambodia. This will include the bilateral, regional and global programs. They will report to the First Secretary (Human Development).

The role will maximise and strengthen the implementation and alignment of the various components of the health portfolio. The role is supported by Senior Program Manager (Health) based at the Embassy and by technical and program management assistance, through DFAT's Global Health Division and Specialist Health Service (SHS).

An experienced health specialist (Khmer and international applicants welcomed) leading on the management of Australia’s health portfolio in Cambodia, including coordinating, managing and reporting on PHR and global program work in Cambodia. Ensuring that Post, the Global Health Division (GHD) in DFAT Canberra and geographic divisions in DFAT Canberra are aware of implementation progress, key developments, and risks, by:

  • Leading the health unit at Post, including managing one locally engaged staff member and overseeing the inputs of short-term advisers.
  • Supporting the Senior Program Manager (Health) to lead and program manage HEQIP-2, $30 million, 2022-26 and ensure synergies with CNP $USD3m 2022-26.
  • Acting as Cambodia health focal point for regional and global program teams, working closely with GHD and Canberra-based Cambodia Country Focal Points. This will include regular engagement with Canberra and other regional-based teams on PHR implementation, management, performance monitoring and reporting. This will include coordinating, briefing and public diplomacy activities, as well as assisting PHR-related visits.
  • Undertaking related policy and public diplomacy work for improved health service delivery in Cambodia, including working closely with colleagues engaging on social protection, disability, ending violence against women and social accountability.
  • Build and maintain strong relationships with key Ministry of Economy and Finance and Ministry of Health counterparts.
  • Lead engagement and coordination with a range of health partners, including WHO, FAO and UNICEF (and visiting Australian organisations working in the health sector).
  • Participate in and serve a term as rotating co-chair (with WHO) of the donor coordination group in the health sector, the Health Partners Group.
  • If required and in coordination with the managing area in DFAT Canberra, represent Australia as an Alternate Member of the Country Coordinating Mechanism for the Global Fund to Fight AIDS Tuberculosis and Malaria
  • Oversee DFAT performance and quality processes across the health program at Post.
  • Oversight of the aid programming processes, including financial management, contract management, risk and fraud management and performance management.
  • Support Post and Canberra priorities including DFAT official visits for the health sector, including the preparation of programs and briefings.

About You

Required Experience:

  • At least 10 years of health programming experience in an international development context.
  • Strong aid and program management skills, including overseeing program implementation, undertaking monitoring and evaluation and managing risks.
  • Strong experience building relationships with external stakeholders to achieve outcomes, including government, implementing partners and other development partners.
  • Demonstrated experience working constructively with local staff and partners.
  • Experience working in developing country contexts.

Qualifications and Skills:

  • Postgraduate degree in public health, international development, or another related field.
  • Strong understanding of gender equality and disability-inclusive development principles and practices.
  • Excellent representation skills and a demonstrated ability to liaise with multiple, diverse stakeholders, and build and maintain strong relationships with key stakeholders.
  • Demonstrated ability to work independently and make decisions under general direction.
  • Strong leadership capacity including in mentoring and guiding staff.
  • Ability to lead drafting of briefing and reporting materials, as well as program management and administrative tasks.
  • Knowledge of key development challenges in Cambodia and/or Southeast Asia and a strong understanding of how investment in the health sector contributes to inclusive development outcomes.
  • Fluency in English.
  • Demonstrates cross-cultural competence, values diversity, and treats all people with dignity and respect.

Desirable

  • Knowledge of the role and project implementation modalities of the multilateral institutions (particularly the World Bank but including UNICEF, WHO etc.) working in Cambodia’s health sector.
  • Familiarity with the principles, priorities and policies of the Australian Aid program or experience working with DFAT funded programs is desirable.
