KEY SKILLS, TECHNICAL BACKGROUND, AND EXPERIENCE REQUIRED:

We are looking for a consultant with:

• In-depth knowledge of and technical experience in cash transfer programming (particularly, in emergency and social protection contexts), and demonstrated understanding of current good practices. Preferably, experience in Asia Pacific and familiarity with the South Pacific islands.
• Knowledge and work experience of the ways of working of humanitarian NGOs (local and international), state actors (e.g., National Disaster Management Authorities and social welfare departments), UN agencies, and private sector actors (e.g., financial service providers).
• Experience planning and implementing scoping studies for the humanitarian sector, cash transfer programming, and cash-based interventions required. Preferably with market analysis background.
• The lead consultant should demonstrate experience managing and leading a team of experts and engaging with relevant stakeholders.
• The ability to communicate technical subject matter (in oral and written form) to people with varying technical knowledge and skills.
