The Role:

The successful candidate will identify, facilitate and implement key economic business development opportunities for Dambimangari People on Dambimangari Country with investments leading to increased local output and employment.

Be able to develop and manage effective relationships with external stakeholders including local businesses and relevant community groups as well as work effectively and proactively as the region’s primary economic development groups.

Economic Development:

  • Develop a strategic economic business plan that identifies and facilitates the development and execution of successful and sustainable businesses opportunities for Dambimangari People that includes recommendations, risks, viability, options, resources and timeframes.
  • Identify, develop and deliver innovative economic development programs and/or projects to increase economic investment and sustainable employment opportunities for Dambimangari People that aligns with the Dambimangari Aboriginal Corporation (DAC) operational plans, healthy country plans, policies and strategic plans.
  • Establish and implement an appropriate company structure or controlled entity to explore and develop potential economic development opportunities and joint ventures for DAC.
  • Provide credible, high-level expertise and strategic advice on complex matters relating to community and regional economic development initiatives including advice on strategies, policy, priorities and program delivery for DAC operations and DAC members.

Stakeholder Engagement:

  • Identify key stakeholder engagement that contributes and adds value to the sustainable economic growth and development of DAC.
  • Demonstrated experience working with Aboriginal people and communities providing culturally attuned services together with excellent culturally appropriate verbal and written communication skills.
  • Successfully manage the high level and sensitive stakeholder interactions, including complex projects, regional economic stimulus strategies and policy evaluation.
  • Provide information and support to all Dambimangari People relating to business development opportunities, employment opportunities and training opportunities.
  • Demonstrate the ability to develop and manage effective relationships with external stakeholders including local businesses and relevant community groups as well as work effectively and proactively with the community, government, corporate and industry groups on enterprise and economic development matters.

Financial Administration:

  • Provide monthly financial reports and updates on all financial matters relating to economic development projects and operations to DAC.
  • Apply due diligence and prudence to all expenditure.
  • Monitor and report cost performance and actively seek effective improvements to reduce costs performance through negotiation, technology, rework and judicious outcomes.
  • Identify any non-compliance and rectify with the endorsement of the CEO and DAC Board.
  • Source finances through grants, philanthropic and business funding for viable commercial business projects.

Finance & Compliance:

  • Ability to manage and deliver budgets, financial management, risk management, reporting and compliance.
  • Implement financial policies, procedures and delegations across the organisation.

HSE:

  • Comply with all HSE policies and procedures across all DAC operations.
  • Foster a safe work culture and provide information and support to DAC employees.
  • Act and report on any activities that compromise DAC standards.

Essential Criteria:

  • Tertiary qualifications in Business, Economics, Commerce or relevant field.
  • Minimum ten (10) years of experience in the business and economic development field including five (5) years of experience in a managerial or leadership role.
  • Demonstrated track record of achieving results in a commercial environment and the ability to facilitate and successfully execute projects and commercial agreements.
  • Demonstrated ability and experience to proactively identify commercial opportunities and be able to deliver economic development outcomes.
  • Have experience with investment attraction and in case managing commercial and investment opportunities.
  • Be able to manage multiple tasks effectively with a high degree of flexibility and confidentiality within a changing environment.
  • Demonstrated ability to be collaborative and build stakeholder relationships internally and externally to further the reputation and success of DAC.
  • Excellent written and verbal communication skills and demonstrated ability to prepare documents, reports and briefing papers.
  • Proven ability to work independently and take ownership to resolve factors that may influence the delivery of service to customers in a timely and accurate manner.
  • Sound knowledge of the economic challenges, emerging trends and opportunities, implications of digital disruption and issues facing industries within DAC.
  • Current ‘C’ class driver’s licence.
  • Current National Police Clearance.
  • Ability to pass a pre-employment medical.

Desirable Criteria:

  • Knowledge and experience in the implementation of Native Title Agreements, Mining Act and the Aboriginal Heritage Act WA.
  • Previous experience in working with Aboriginal communities.
  • Sound knowledge and understanding of State and Commonwealth economic development strategies and programs.
  • Strong existing networks within the industry, commercial sector and relevant government agencies.
  • Member of Australian Securities & Investments Commission (ASIC).
