The Western Australian Police and Community Youth Centres (Inc.) (PCYC) is looking for a dedicated and passionate professional to take up the exciting and challenging full-time role of Executive Manager, People and Safety at PCYC.

PCYC exists so that disadvantaged children and young people at risk across Western Australia have a safe place to go – somewhere they can feel at home, make friends and do things that children should do.
We currently operate in 16 locations across WA, with 42 Blue Light Units in remote and rural areas where there is no PCYC Centre. Our organisation is unique through its partnership with the WA Police, and mission simple – to help all children and young people achieve their potential.

Position Profile
The Executive Manager, People & Safety (EM, P&S) is the key role overseeing the provision of Human Resource Services and Workplace Health and Safety for the organisation.
Key functions of the People & Safety division include:
- Talent acquisition and retention
- Industrial and employee relations
- Staff training and development
- Volunteer management
- Workplace health and safety
- Child safety
Roles and Responsibilities
- Work with the CEO and Executive Managers and contribute to the PCYC strategy, direction, operation, analysis and evaluation of the organisation
- Oversee the development and management of departmental budgets and business plans
- Develop HR policies and procedures and ensure employees understand and compliance
- Develop and regularly review position descriptions
- Collaborate with departmental managers to understand skills and competencies required for job vacancies.
- Construct offers of employment, including the design of compensation and benefits packages and ensure Working With Children Checks and National Police Clearances are obtained for relevant roles prior to commencement
- Maintain compliance with federal and state employment laws and regulations and recommended best practices; reviews policies and practices to maintain compliance.
- Act as the point of contact regarding industrial and employee relations
- Conduct audits on Fair Work procedures, ensuring compliance with legislation
- Assess training needs and coordinate learning and development initiatives for all employees
- Implement and maintain a performance management system
- Develop and implement effective strategies to recruit volunteers with the right skills at the right time to match the interest of the organisation.
- Identify, monitor and evaluate significant WH&S problems and develop strategies to eliminate or minimise the risks
- Communicate and promote PCYC’s Child Safety and Wellbeing Policy and practices
- Demonstrate and manage ethical behaviour in accordance with relevant standards, values and policies.
Skills and Experience
- Tertiary qualification in a relevant discipline OR equivalent level of expertise gained from a combination of experience and training across the areas for which the position is responsible.
- Substantial experience in a generalist Human Resources capacity (including IR, ER, recruitment & OHS)
- Experience in research, and policy and program development
- Proven success in the development and implementation of human resource programs and initiatives, including review and improvement of work practices
- Excellent people and communication skills
