Barkly Regional Council is the world's fourth largest Local Government Area (LGA) and the second biggest in Australia, covering 323,000km squared with a population of over 8000 people. The region stretches from Barrow Creek in the south all the way up to Newcastle Waters, and East to the Queensland border.

In the centre of the Northern Territory and the Barkly Region is Tennant Creek, the largest town in the region and where our Council's operations are based.

Trust and understanding drive collaboration among our communities, supported by the Barkly Regional Council. Embracing a shared vision across cultures poses challenges, but time and dedication ensure the needs of remote communities are met. With a large Council and diverse priorities, addressing these challenges is crucial.

Our Council is now looking for a new CEO to work alongside our executives and elected officials in our Tennant Creek office full-time.

The Opportunity

When you join Barkly Regional Council, you are joining a team that is community-focused and works to improve standards of living and access to services for all people across the Barkly Region. You will provide leadership and guidance to the Council and the community, working closely with the Mayor and Executive Leadership Team (ELT) to deliver the council’s plans.

This is a unique Council that services a large geographical area, and focuses on community development and continuous improvement for the region. We work with strong collaboration, not just within the Council, but between our Council and many community groups, Aboriginal Corporations, NFPs, as well as State and Federal governments.

Responsibilities will include:

  • Governance - ensure policies and plans are implemented successfully and that the Local Government Act and related legislation are followed, as well as ensuring meeting and reporting procedures are maintained.
  • Leadership - provide leadership, mentoring, and development to the Executive Leadership team, encourage cross-collaboration across the Council, and lead by example.
  • Service Delivery - ensure budgets and plans are implemented in a timely manner and take responsibility for successful operations and service delivery of the Council.
  • Stakeholder Engagement - listen to people across all parts of the community, as well as the Council, community organisations, as well as state and federal governments.
  • Occupational Health and Safety - champion a safety culture across all areas of the Council and internal and external stakeholders through being a role model, and setting monitored indicators for safety, health, and wellbeing.

As our head office is in Tennant Creek, this is where you will be based, and you will travel to visit our six other key urban regions within the Barkly.

Remuneration and Benefits

As CEO of Barkly Regional Council, you will receive a generous base salary of $233,700 each year for the term of your contract plus 12% super and great benefits.

  • Relocation assistance to help you move to Tennant Creek, and assistance to help you move back after the successful completion of your contract, with total value of $10,000
  • 6 weeks of annual leave per year to help you explore our region

About You

As CEO of Barkly Regional Council, you will be working with an enthusiastic and passionate group of executive leaders and elected officials.

You will need to have an understanding of the legal requirements and guidelines for regional Councils and be able to help turn the community and Council’s ideas into achievable plans.

Our Council is unique in the way that we collaborate with other organisations, and you will have experience working with NFPs and Aboriginal Community Controlled Corporations.

You will have:

  • Experience in executive leadership of a Regional Council
  • Relevant qualification in Business, Law, Finance, or a related field
  • Strong understanding of local government guidelines and frameworks, preferably the NT Local Government Act
  • Proven ability to foster relationships with internal and external stakeholders
  • Experience delivering Council strategic and operational plans effectively, in a timely manner, and within budget
  • Collaborative leadership style
  • High-level communication and negotiation skills with public and private sector stakeholders
  • Experience overseeing complex projects and budgets with successful outcomes

Most importantly, you will be passionate about developing communities and improving access to services. AICD membership is also desirable.
