Program Background

The Indo-Pacific Centre for Health Security (CHS) was established in 2017 to implement the Australian Government’s Health Security Initiative for the Indo-Pacific Region. The Initiative, which is funded through Australia’s overseas aid program, aims to inform evidence-based planning, help prevent avoidable epidemics, strengthen early detection capacity, and support rapid, effective national and international outbreak responses. It does this by accelerating research on new drugs and diagnostics, expanding partnerships at the national, regional and global level to strengthen human and animal health systems, and deepening people-to-people linkages that build national and regional health security capacity. In 2020, CHS played a key role in Australia’s response to the regional impacts of the COVID-19 pandemic. It is currently leading the implementation of Australia’s regional Vaccine Access and Health Security Initiative (VAHSI).

Purpose of the Position

The role will enable effective partnerships between the CHS and selected multilateral organisations and bilateral donors in support of improved health security and, relatedly, vaccine access for the Pacific and Southeast Asia.

Roles & Responsibilities

  • Manage the Centre’s engagement on Product Development Partnerships including the Foundation for Innovation New Diagnostics and the Coalition for Epidemic Preparedness Innovations.
  • Represent the CHS at working-group level meetings with internal and external partners, including the World Bank, Asian Development Bank, and the Global Health Security Agenda, and be the key day-to-day focal point for the US Embassy on health security.
  • Develop high-quality and accurate written products (briefs, talking points, speeches) including on multilateral and bilateral efforts to strengthen health security in the Indo-Pacific region.
  • Provide management oversight to up to two team members.

Selection Criteria

Essential

  • Essential Relevant tertiary qualifications or relevant field experience in international relations, development, public health, governance, or another relevant discipline.
  • 5 years or more experience in an analytical, program management or advisory role.
  • Excellent policy analysis, engagement and stakeholder management skills
  • Aid program management skills and familiarity with DFAT’s policies and procedures
  • High level interpersonal skills, with the ability to work flexibly in a multidisciplinary team environment.
  • Strong report writing and briefing skills, with the ability to write clearly and concisely for a range of audiences and deliver outputs under pressure.
  • High level of professionalism and ability to engage with sensitive and complex policy issues.

Desirable

  • Experience implementing global health programs, ideally with multilateral stakeholders.
  • In-country health sector experience in the Pacific and/or Southeast Asia.
  • Current Baseline or Negative Vetting Level 1 or 2 security clearance or an ability to obtain it;

Reporting Lines and Performance Management

This position will report directly to the CHS manager on a day-to-day basis. Performance management, probations, and contract issues will be managed by Cardno.
