About the Role

The Senior Program Officer provides support to CIU across project implementation, program policy, program practice, project management support and financial & administrative operations. The position supports program coordination of the ANCP regional program.

The Senior Program Officer supports the Capability and Impact Unit to ensure:

  • Regional ANCP activities are coordinated to be implemented in a timely, proportionate, accountable and effective manner,
  • Financial and project management support to the Capability and Impact Unit
  • Other program and policy needs are met including accreditation and policy adherence across programs

Working in conjunction with team members in Pacific Partnerships Unit, Program Delivery Unit, CARE Vanuatu and Leads in the Capability and Impact Unit you will support coordination of regional ANCP program activities related to learning agenda, monitoring and evaluation key milestones, record keeping in relation to finances and project tasks. You will liaise with the Senior Program Officer PDU to support operations of the ANCP Governance and Working groups.

The role provides support to financial and administrative management to the Capability and Impact Unit. You will support relationships with CARE Country Offices, DFAT, counterparts across the sector, and other strategic stakeholders.

Key Responsibilities

  • Support coordination of the ANCP regional activities particularly around innovation, learning and monitoring and evaluation
  • Liaise with PDU and ANCP Coordinators to support the Governance and Working Groups operation of the ANCP program
  • Support CIU in monitoring financial and contract management
  • Support CIU in contributing to CARE Australia’s ANCP re-accreditation process
  • Support CIU in documentation and policy requirements
  • Support management of relevant quality, compliance and risk issues
  • Support Leads across CIU in undertaking desk based policy and program practice research and activities across the core areas of CARE Australia’s theory of change
  • Provide relevant information and input into public communications and fundraising activities
  • Maintain established relationships with external stakeholders such as Australian based bi-lateral and multilateral donors, other Australian NGOs, research institutions, etc
  • Other tasks as required

Ideally you will have

  • Knowledge and experience in project finance and risk management, including the ability to prepare and review budgets, costed work plans etc
  • Demonstrated awareness of project cycle management
  • A good understanding of humanitarian and development programming, and funding mechanisms
  • Demonstrated initiative, attention to detail, and time management skills
  • Broad relationship building and coordination skills and experience working with in-country colleagues
  • Strong communication, negotiation and written skills
  • An understanding of the importance of gender justice and a commitment to the protection of children and the prevention of sexual harassment, exploitation and abuse.
