All Aspects Recruitment & HR Services are working in partnership with the Arnhem Land Progress Aboriginal Corporation (ALPA) the largest Independent Aboriginal Corporation in Australia to attract an exceptional General Manager, Community Services to proactively contribute in a whole of business strategy and risk management as a member of the Corporate Management Team.

ALPA leads the way in Remote Retailing, Community Services Program Delivery, Enterprise and Economic Development and Corporate Services. By generating surplus through economic independence, they invest benevolent funds for the communities they service.

The successful applicant will report to the CEO, with Six (6) direct reports. Attend and report to the Board of Directors meetings as required.

Job Purpose

This position provides leadership, strategic direction and overall management of the Community Services Division’s operations for the Division’s five (5) Departments – Community Development Program / Pathways to Future Jobs; Training; Community Engagement; East Arnhem Land Youth Model (EALYM and Remote School Attendance Strategy (RSAS). Reporting to the CEO, the GM Community Services, manages key internal and external relationships, giving primacy to cultural heritage, and building sustainable improvements to the quality of life of our members and the communities in which we operate through successful delivery of the Division’s strategic and operational objectives.

Key Accountabilities and Responsibilities

  • Manage, and provide oversight for key contracts and grants that fund the operation of the Community Services Division including reporting, budget management, audits, and risk analysis.
  • Build and manage relationships internally and externally that support the ALPA mission statement and assist in the delivery of the expectations of the CEO and Board.
  • As a member of the Executive Management Team actively participate to assist in the overall integration of all Divisions to achieve ALPA’s organisational goals under the banner - One ALPA One Vision.
  • Proactive contribution in whole of business strategy and risk management as a member of the Corporate Management Team.
  • Refine the existing strategy of the Division, anticipate future needs, identify opportunities for growth, and resourcing of approved service expansion.
  • Provide leadership and direction to the Division with a key focus on accountability, professional development (including coaching/guiding/mentoring), communication and compliance.
  • Provide leadership to any whole of ALPA committees assigned by the CEO.
  • Attend and report to Board of Directors meetings as required by the CEO
  • Be a champion of the ALPA values and demonstrate a commitment to work health and safety.

To Apply You Need to Demonstrate:

  • A minimum of four years’ experience in a similar role - leading a major division or diverse departments in a service orientated industry.
  • Proven significant experience in the application, delivery, and acquittal of grants and contracts issued by Government Departments.
  • A history of non-partisan networking, influencing, and advocating on behalf of an organisation for the benefit of the members to the exclusion or perception of political bias.
  • Exceptional written and verbal communication skills that can be adjusted for the expected audience and circumstances.
  • Proven people and performance management experience in an environment that attracts idealism and compassion but is funded against measurable outcomes.
  • Commercially sound financial management skills and experience including preparing, managing, and being accountable for budgets, cost control, and income generation.
  • Applied commercial acumen on service-related opportunities that aligned with strategy, purpose, and direction.

Desirable

  • Relevant Tertiary (or other relevant) qualifications
  • Postgraduate qualifications in Business Administration
  • Experience in managing programs funded through the National Indigenous Australians Agency.
  • Experience in the delivery of remote employment and participation strategies.
  • Exposure to decision-making practices in Indigenous Corporations, Indigenous Communities, or organisations that provide significant services to Indigenous clients.

Note: This position will require significant travel to remote communities and that travel may be by vehicle, small plane, or barge.
