Program Overview

The Australian Government has supported decentralisation in Papua New Guinea for more than a decade, and continues to do so through the Decentralisation and Citizen Participation Partnership (DCPP).  Recognising the sovereign responsibility of the Government of Papua New Guinea to lead basic service delivery, the Government of Australia focuses its support on where it can add value to priorities and existing work, rather than substituting its role. These efforts bring Australian development assistance closer in line with the two Government’s vision for a strong, bilateral economic partnership that supports policy agenda for growth and prosperity.

Role Summary

The DCPP is seeking a Tourism Specialist (Up to 180 days) to work closely with the Manus Provincial Government in partnership with the PNG Tourism Promotion Authority. The Specialist will be required to undertake a review of the current composition and state of the tourism industry in Manus Province, identifying its various strengths, weaknesses, threats and opportunities for growth. The recommendations following the review will identify actions required by the tourism sector to improve international and national perceptions and competitiveness of the industry, facilitating investments and the effective promotion of tourism for Manus Province.

The Adviser will also play a key role in improving coordination among stakeholders to support an enabling environment for the growth of tourism and achieving desired outcomes.

The successful candidate will bring:

  • More than 10 years’ experience of Tourism / Business Development in a challenging country context;
  • Demonstrated ability to analyse and critically appraise a wide range of data and evidence and synthesize writing, relevant information relating to tourism development in PNG;
  • At least 10 years in previous roles related to tourism or business development, preferably in PNG or other Pacific Island countries;
  • Hands-on experience with websites, content management systems; and
  • High level written and verbal communication skills and experience to enable relevant consultation with multiple stakeholders.
