The Program

The Australia Timor-Leste Partnership for Human Development (PHD) supports the Government of Timor-Leste’s Strategic Development Plan 2011-2030 and reflects Australia’s commitment to work in partnership with Timor-Leste to enhance human development over the next decade. PHD’s vision is to improve the wellbeing of all people in Timor-Leste. PHD brings together, under one program, Australian Government investments in health, education, sanitation, water, nutrition, gender equality, disability and social protection.

The Position

The Deputy Team Leader will assist the Team Leader and perform a management role with a focus on technical delivery. This is a pivotal leadership position that can shape program quality, impact, cohesion and sustainability. The role will oversee the Technical Sector Leads in the program areas of Health, Nutrition, Education and WASH; with responsibility for the coordinated delivery and quality assurance of technical inputs that support overall coherence, effectiveness and relevance with the strategic positioning of the program.

The successful candidate will:

• Bring a unique blend of strategic expertise together with senior program management experience (10+ years) in the human development sector, preferably applied in South-East Asia.
• Have a deep understanding of multi-sectoral work with experience in using diverse modalities (including community driven service delivery approaches, gender and disability)
• Be an experienced development specialist with proven results in driving technical coherence and quality assurance for multi-sectoral international development programs.
• Have exceptional interpersonal skills for developing and maintaining relationships with senior partners and diverse stakeholders; together with the capabilities to lead and inspire a team to deliver technical excellence in program implementation.
