The Aged Care Quality and Safety Commission (the Commission) was formed on 1 January 2019. The role of the Commission is to protect and enhance the safety, health, wellbeing and quality of life of people receiving aged care.

The Commission the national end-to-end regulator of aged care services and are focused on delivering a world class sector that safeguards the welfare and rights of consumers. We are invested in engagement and education to:

  • build confidence and trust in aged care
  • empower consumers
  • support providers to comply with quality standards
  • promote best practice service provision

Our responsibilities

We are also responsible for:

  • granting approval for providers to deliver aged care services
  • administering the Serious Incidents Response Scheme
  • reducing the use of restrictive practices.

We independently accredit, assess and monitor aged care services subsidised by the Australian Government, conduct home care investigations and determine provider compliance including whether any requirements or sanctions need to be imposed. We also resolve complaints about services.

The opportunity

The Quality Assessment and Monitoring Group is responsible for quality assessment and monitoring of approved provider compliance with the Aged Care Quality Standards, accreditation and reaccreditation audits of residential aged care services, quality audits of home services, and investigations into triaged reports of serious incidents in aged care services.

As a Senior Quality Assessor in the Quality Assessment and Monitoring Group, you will:

  • Visit aged care services, either as part of a team or individually, to assess the service’s performance and compliance with the Aged Care Quality Standards.
  • Engage with aged care service providers to find and collect information and evidence, actively follow through on lines of enquiry, and conduct interviews with service staff and management.
  • Conduct in person or telephone-based interviews with consumers and/or their representatives about the quality of care and services provided by an aged care service.
  • Collect and analyse evidence to record performance audit and assessment findings in written reports, using the Commission’s IT applications.
  • Prepare well-reasoned and accurate reports for a delegate, which may be published, following an assessment of the quality of care and services provided by a service to inform statutory decisions within legislated timeframes.
  • Predominantly be based in the field with overnight travel required regularly, undertaking visits to aged care services across each state and territory, including visiting communities where aged care services are provided.

Our ideal candidate

Our ideal candidates will demonstrate their capability to:

  • Critically analyse information to prepare comprehensive, evidence-based reports which clearly and concisely document their reasoning and recommendations.
  • Manage interpersonal relationships with respect and communicate with influence with internal and external stakeholders.
  • Understand and identify risk and potential harms in an aged care service and then escalate findings within a risk management framework.
  • Work as a team member and/or team leader to accomplish organisational goals, this may include mentoring other staff.
  • Understand and comply with legislative, policy and regulatory frameworks, particularly the Aged Care Quality and Safety Commission Act (2018) and the Aged Care Quality and Safety Commission Rules (2018) and the Aged Care Quality Standards or be able to demonstrate a capacity to quickly acquire this knowledge.
  • Publicly represent the commission, acting professionally (including adhering to APS Values & Code of Conduct and the Commission’s Quality Assessor Code of Conduct) and operating within the boundaries of organisational processes and legal and public policy directions.

Registration requirements

To become a registered quality assessor for the Commission, you need to:

  • be successful in a quality assessor recruitment or procurement exercise
  • submit a valid registration application
  • successfully complete the Commission’s Quality Assessor Training Program (QATP) and orientation program

The QATP and orientation program are only delivered by the Commission and only when recruitment/procurement occurs. The QATP course supports the Commission’s assessment methodology: to assess the performance of Commonwealth funded aged care services against the Aged Care Quality Standards. It is supported by pre-course and post-course activities and on-the job learning. Competency-based assessments are also undertaken before completing the QATP.

Eligibility

To be eligible for these positions you must be an Australian citizen.

Successful candidates will be:

  • Assessed through our pre-employment screening checks, such as an Australian Criminal History Check.
  • Required to provide evidence of seasonal influenza and COVID 19 vaccinations.

Position Notes

Salary offered will be between $89,586 and $101,027 per annum depending on skills and experience. In addition, 15.4% superannuation will be paid.

Successful applicants for the positions who are current APS employees will be offered a 6-month non-ongoing position to allow time to meet the above requirements and if they do not meet the requirements for registration, they will return to their home agency. Successful applicants who are not current APS employees will be required to complete the requirements within the period of their probationary employment with the Commission.

Location: Applications received from applicants living in major regional centres will be considered on a case by case basis to ensure the role can be undertaken appropriately before further assessment is undertaken.

Travel Expectations: Extensive travel (mostly within a state but also interstate) is an inherent requirement of the role. Travel requirements involve several nights or overnight travel each week or fortnight. Applicable travel expenses are covered under the Commission’s travel policy, and a current driver’s licence is essential to support the travel expectations of the role.
