About YACWA

The Youth Affairs Council of Western Australia (YACWA) is the peak non-government youth organisation in Western Australia. We operate primarily as a human rights organisation that seeks to address the exclusion of young people in a rapidly changing society. YACWA provides a voice and acts as a role model for the definition and demonstration of youth participation. Our work is governed by four guiding principles of respect, equity, integrity and the celebration of diversity.

Position context

The focus of this project is bridging the digital divide for young people that has been made apparent during the COVID-19 pandemic. YACWA has received a grant from the Department of Communities to roll out a Youth Digital Inclusion Initiative (YDII). This initiative aims to improve vulnerable young people with connection to critical services through the one-off and one-way provision of ICT devices (including data) via the youth service providers who work with them. Not for profit community service organisations that provide youth-specific services will apply, on behalf of a young person with whom they have a relationship, to provide that young person with an ICT device and data. This will enable those young people to engage during the COVID-19 recovery period to ensure they are empowered, heard and able to influence how society respond to this crisis.

Key activities

• Establish a project steering group, inclusive of the Department of Communities, Office of Digital Government and other key stakeholders (i.e. young people and youth services representatives)
• Work with State Government departments and relevant telecommunications and data management providers to refurbish and/or purchase ‘up to’ 330 ICT devices (phones), and establish six months data packages
• Oversee a registration process with youth-specific services invited to register for the YDII, including the acceptance of program conditions
• Oversee a brief application process, by which registered youth specific services complete an application for each young person requesting or requiring a refurbished device and data
• Facilitate a panel assessment of the applications and inform youth-specific services of the outcomes of the assessments
• Deliver refurbished devices to the youth services and work with the services to provide information that helps them in successfully providing the young person with the device (e.g. conditions of use, e-safety information etc)
• Undertake an evaluation of the project, which may include surveys with youth service providers about the YDII experience and the collation of stories.

SELECTION CRITERIA

Essential

• Demonstrated excellent organisational skills and ability to manage a high-profile, complex project within a short-time time-frame
• Ability to engage with a variety of stakeholders including key Government departments, telecommunications companies, youth sector services and young people
• Strong written and verbal communication skills
• Demonstrated ability to work independently and take initiative

Desirable

• Demonstrated understanding of the youth services sector landscape
• Experience in administering grant funded projects
