ABOUT YACWA

The Youth Affairs Council of Western Australia (YACWA) is WA’s peak non-government youth organisation. YACWA operates primarily as a human rights organisation that seeks to address the exclusion of young people in a rapidly changing society. YACWA is widely respected and has a strong and diverse membership which includes policymakers, academics, youth workers and, importantly, young people who are all passionate about achieving positive and meaningful outcomes for the children and young people of Western Australia.

PURPOSE OF ROLE

This role will establish and manage YACWA’s work across regional WA and lead the establishment of YACWA’s state-wide Youth Networks of Practice project. This role will build new relationships and partnerships, generate new ideas, build sustainable funding arrangements, build organisational capacity and ensure a high level of service delivery to YACWA’s members.

The Regional Program Manager will ensure YACWA develops creative and innovative programs that respond to the diverse and dynamic needs of young people in regional Western Australia within the context of YACWA’s strategic plan. This role will provide support to a small team in two locations and oversee all programs and projects so that they are delivered on time and on budget, while identifying and securing new funding opportunities, and maintaining strong relationships for the organisation across the state.

POSITION CONTEXT

As WA’s Peak Body for young people and the youth services sector, YACWA has a state-wide remit, however, being a Perth based, relatively small organisation, reaching regional communities has been a challenge for the organisation over its 40-plus year history. Due to recent funding from Lotterywest, YACWA is now able to expand its staffing to two areas (the Great Southern and Mid-West), and also have a Perth-based Regional Programs Manager to focus on regional issues and sector needs across the state. YACWA’s core functions of youth participation, policy and advocacy and sector support will be at the heart of our work across regional Western Australia.

The Regional Program Manager will be responsible for leading this work while managing two remote staff, based in the Great Southern and the Mid-West regions. While this role will be based in Perth, it will involve a significant amount of travel throughout the state.

Key goals for this role will be to:

  • Significantly increase YACWA’s reach and presence in regional WA, build new relationships and identify new opportunities to assist the sector and young people.
  • Provide support to existing youth sector networks, strengthen our knowledge of sector needs and build the capability of the workforce to better connect and learn from each other.
  • Better understand the rapidly changing needs of young people and youth services in regional WA, as a result of COVID-19, and to identify new ideas, solutions to respond and build sector capacity.
  • Be the ‘go-to’ person on regional issues at YACWA.

This role will also lead the establishment of YACWA’s state-wide Youth Networks of Practice project, which will aim to:

  • Improve YACWA’s connection with existing youth networks across the state (both regional and metropolitan based)
  • Support the leadership development and sustainability of existing networks
  • Improve professional development opportunities for network members
  • Improve sharing of knowledge and resources across WA
  • Build the capability of YACWA and youth networks to better respond to the needs of young people

KEY RESPONSIBILITIES AND ACCOUNTABILITIES

Leadership

  • Embrace and promote YACWA’s mission, vision and values throughout your work
  • Identify, design and develop new strategies to achieve YACWA’s strategic plan
  • Foster a culture of continuous improvement within your team

Program management

  • Provide line management and support to regionally based staff
  • Provide oversight to staff to ensure programs achieve their outcomes and deliverables
  • Support staff to explore and develop opportunities to expand their projects and seek new opportunities, where appropriate
  • Develop and deliver training to Youth Networks of Practice
  • Develop and maintain the online hubs for regional areas and the Youth Networks of Practice
  • Advocate on regional issues in collaboration with YACWA’s policy and advocacy staff
  • Seek out and develop opportunities for new regionally based programs, including writing funding proposals and fee for service work
  • Build strong relationships and networks with a variety of key stakeholders from across a range of sectors, including funders and key project stakeholders

Administrative and financial

  • Ensure all relevant project reporting is completed on time and to the highest quality
  • Ensure effective financial management of program budgets
  • Participate in general shared office duties, such as answering phone calls, contributing to office cleanliness and stationary management

Human resources

  • Manage recruitment for relevant programs and projects
  • Ensure all direct reports receive and maintain up to date employment contracts, complete timesheets and adhere to YACWA’s Policy and Procedures Handbook
  • Ensure staff participate in regular supervision and relevant professional development

Generic responsibilities

SELECTION CRITERIA

Essential skills

  • Strong understanding of youth issues and community services sector in WA, with a particular focus on regional experiences.
  • Demonstrated experience with line management of staff to achieve their goals and program/project deliverables
  • Demonstrated experience of project management, including project development, budget management and reporting
  • Strong written communication and research skills, including experience writing grant/tender applications and outcomes reporting
  • Strong interpersonal and verbal communication skills in a variety of settings
  • Strong computer literacy skills
  • Relevant qualifications or demonstrated experience in a similar role

Essential attributes

  • A commitment to support and promote the overall objectives of YACWA
  • Self-motivation and ability to deal with a high level of responsibility
  • Adaptability and the ability to work collaboratively within a small team

Desirable skills

  • Experience in remote staff management
  • Knowledge of co-design, youth-led projects and the importance of centring young people, and their voice, in project development and delivery
  • Knowledge of current Federal, State and non-government social policy issues

Other

  • Current National Police Check and Working with Children Check, or ability to obtain
  • Ability to travel to the regions on a regular basis
  • Driver’s license and own vehicle
