Direct reports: This role has three current direct reports, but this will change over time based on project funding.

ABOUT YACWA

The Youth Affairs Council of Western Australia (YACWA) is WA’s peak non-government youth organisation. YACWA operates primarily as a human rights organisation that seeks to address the exclusion of young people in a rapidly changing society. YACWA is widely respected and has a strong and diverse membership which includes policy makers, academics, youth workers and, importantly, young people who are all passionate about achieving positive and meaningful outcomes for the children and young people of Western Australia.

PURPOSE OF ROLE

This role will manage the existing metropolitan based projects, generate new ideas, build sustainable funding arrangements, build organisational capacity and ensure a high level of service delivery to YACWA’s members.

The Perth Program Manager is essential to ensuring YACWA develops creative and innovative programs that respond to the diverse and dynamic needs of young people in Western Australia—within the context of YACWA’s strategic plan. This role is critical in ensuring staff are supported, programs and projects are delivered on time and on budget, identifying and securing new funding opportunities for YACWA, and maintaining strong relationships for the organisation across the metropolitan region.

POSITION CONTEXT

Beyond YACWA’s core functions of policy and advocacy work and sector and community engagement, YACWA also delivers a range of strategic programs. The majority of these are grant funded with funding coming from a range of sources. The number of programs being delivered at any one time varies according to identified need in the community, funding and partnership opportunities. The three major projects that this role currently oversees includes:

  1. The Youth Educating Peers (YEP) Project. The YEP Project is a youth sexual health program with long standing funding from the Department of Health. It is run by a Project Coordinator with the additional employment of four part-time peer educators who are known as the YEP Crew. It has a youth sector steering group and youth reference group guiding its work.
  2. Multicultural Youth Advocacy Network of WA (MYAN WA). MYAN WA is both its own entity (unincorporated group) and is also funded by YACWA. It aims to increase positive outcomes for refugee and migrant young people in WA. It is staffed by a part-time Project Officer, who also oversees the Shout Out speaking bureau which sets up speaking engagements for young people. It has an Executive Group guiding its work.
  3. Youth Pride Network (YPN). YPN is an independent youth-led organisation for LGBTIQA+ young people, auspiced by YACWA and currently funded by the Department of Communities. YPN is led by a Project Coordinator and employs a Project Support Officer. It is governed by a committee of LGBTIQA+ young people.

Other current or recent projects that the Perth Program Manager will likely work on or seek to secure funding for includes:

  1. The Youth Homelessness Advisory Council. A youth-led advocacy group comprised of young people with lived experience of homelessness—currently unfunded.
  2. COVID youth engagement. A project engaging young people in resource development and youth advocacy around the impact of COVID-19—funding ceasing April 2021.
  3. Navigating Through Life peer research project. YACWA employs young people who assist Curtin University with this project—current contract.
  4. Youth Educating about Waste. A recent youth-led waste education project— currently unfunded.

KEY RESPONSIBILITIES AND ACCOUNTABILITIES

Outlined below are some of the key responsibilities and accountabilities of the role.

LEADERSHIP

  • Embrace and promote YACWA’s mission, vision and values throughout your work
  • Identify, design and develop new strategies to achieve the organisation’s strategic and operational objectives
  • Foster a culture of continuous improvement within your team

PROGRAM MANAGEMENT

  • Provide line management and support to metropolitan based program staff
  • Provide oversight to staff to ensure projects and programs achieve their outcomes and deliverables.
  • Support staff to explore and develop opportunities to expand their projects and seek new opportunities, where appropriate
  • In collaboration with the CEO, seek out and develop opportunities for new metropolitan based programs, including writing funding proposals and fee for service work
  • Build strong relationships and networks with a variety of key stakeholders from across a range of sectors, including funders and key project stakeholders.

ADMINISTRATIVE AND FINANCIAL

  • Ensure all relevant project reporting is completed on time and to the highest quality
  • Ensure effective financial management of program budgets
  • Participate in general shared office duties, such as answering phone calls, contributing to office cleanliness and stationery management.

HUMAN RESOURCES

  • Manage recruitment for relevant programs and projects
  • Ensure all direct reports receive and maintain up to date employment contracts, complete timesheets and adhere to YACWA’s Policy and Procedures Handbook
  • Ensure staff participate in regular supervision and relevant professional development.

GENERIC RESPONSIBILITIES

  • Contribute to a team culture of collaboration and inclusivity.
  • Attend team meetings and other meetings as required
  • Other duties as directed by the CEO.

SELECTION CRITERIA

ESSENTIAL SKILLS

  • Strong understanding of youth issues and the community services sector in WA
  • Demonstrated experience with line management of staff/volunteers to achieve their goals and program/project deliverables
  • Demonstrated experience of project management, including project development, budget management and reporting
  • Strong written communication and research skills, including experience writing grant/tender applications and outcomes reporting
  • Strong interpersonal and verbal communication skills in a variety of settings
  • Strong computer literacy skills
  • Relevant qualifications or demonstrated experience in a similar role.

ESSENTIAL ATTRIBUTES

  • A commitment to support and promote the overall objectives of YACWA
  • Self-motivation and ability to deal with a high level of responsibility
  • Adaptability and the ability to work collaboratively within a small team.

DESIRABLE SKILLS

  • Knowledge of co-design, youth-led projects and the importance of centring young people, and their voice, in project development and delivery
  • Knowledge of current Federal, State, and non-government social policy issues.

OTHER

  • Current National Police Check and Working with Children Check, or ability to obtain both checks.
