Whittlesea Community Connections (WCC) is a place based community agency that strives for the empowerment of individuals and groups within the local community who face disadvantage, isolation and obstacles to effective social and economic participation. WCC’s Gender Equity Team has a growing number of community based projects that focus on prevention, early intervention and capacity building of community groups. The Family Violence Housing Brokerage Project (FVHBP) was established in 2019 in response to family violence being the leading cause of homelessness for women and children. Further, neither Homelessness Support nor Specialist Family Violence Services have the capacity to provide intensive housing support to women that have experienced family violence. This project seeks to address this service gap by piloting intensive support for victim survivors of family violence in the Whittlesea LGA to access/maintain private rental housing. The Family Violence Housing Brokerage Case Manager is responsible for the completing deliverables for remainder of the Family Violence Housing Brokerage Project.

  • Provision of case management to women in obtaining and/or sustaining private rental accommodation and establishing themselves in the property.
  • Case management activities include:
  • Initial holistic assessment – to inform and support development of a casework plan.
  • Housing assistance – support to determine rental affordability/suitability, locate properties, education on housing inspections, advocate on behalf of clients to property managers, and submit rental property applications.
  • Rental readiness assessment and financial literacy education – including help with budgeting, debt support, and managing utilities.
  • Recovery & connections – linking them to community programs, services and resources.
  • Casework assistance – to address women’s unmet support needs impacting on their ability to maintain their housing and avoid falling into homelessness.
  • Coordination of incoming referrals into program from internal and external services.
  • Promotion of program to external services and local real estates.
  • Active member of the Whittlesea Family Violence Network, associated Working Group and Whittlesea Housing and Homelessness Action Group.
  • Establish links with local real estates and contribution to raising awareness of family violence for local real estates.
  • Checking monthly client No Interest Loan Scheme payments.
  • Completing all evaluation requirements of program.
  • Provide accountability and work reports to the Program Manager and funding bodies as required and other duties as directed by the Gender Equity and Family Violence Team Leader.


Successful applicants will demonstrate the below.

  • Tertiary qualifications and/or demonstrated experience in early intervention, project management, community development, social work or in a relevant field.
  • Demonstrated knowledge of intersectionality, inclusive practice and trauma informed practice.
  • Have expert knowledge and experience working with victim survivors of family violence.
  • Familiarity with relevant legislation and knowledge of Family Violence system reforms; understanding of the Family Violence Protection Act 2008, Child, Youth and Families Act 2007, Multi-Agency Risk Assessment and Management Framework and Information Sharing Schemes.
  • Demonstrated interpersonal skills, including effective communication, negotiation, verbal, public speaking and written presentation skills.
  • Good relationship management skills with the ability to build relationships with a diverse range of key partners, stakeholders, community groups and organisations.
  • Experience working in cross-cultural settings and a demonstrated commitment to the principles of equity, access and community participation.
  • Demonstrated capacity for resourcefulness and self-motivation and an ability to manage competing and complex work priorities.


  • Conditions will be in accordance with the Social, Community, Home and Disability Services (SCHADS) Industry Award 2010, Level 5, pay point to be determined based on experience
  • This position is offered as a 3 day a week position (22.8 hours per week).
  • This is a fixed‐term contract for approximately 12 months from appointment.
  • An above award salary plus super and leave loading, is offered. Generous salary sacrifice arrangements, if taken up by the employee, can significantly increase the net value of the remuneration received.
