The Executive Officer is responsible for managing Police Veterans Support Victoria's (PVSV) overall operations and reporting to the Board. The role involves managing staff, attending Board meetings, implementing strategic initiatives, managing organisational performance, mitigating risks and fundraising.

Key Responsibilities:

PVSV Chair to hold Executive Officer to accountabilities in year one:

  1. Implement on Year 1 key strategic imperatives for future growth in accordance with the 3-year aspirational growth plan – see below for details of 3 Year Vision for PVSV
  2. Implement and maintain an ongoing income stream to generate funding to sustain PVSV in the long term for ongoing development and growth
  3. Ensure mental health, PTSD, drug, alcohol and any other issues initiatives including PVSV Veteran Peer Support Officer program are operational
  4. Obtain sufficient funding to ensure the Executive Officer role is ongoing
  5. Obtain further funding to enable PVSV to employ an additional staff member
  6. Engage professionally and strengthen the partnership with Victoria Police, The Police Association Victoria, Retired Police Association, Victoria Police Legacy, Blue Ribbon Foundation and internal and external stakeholders
  7. Strengthen and grow the PVSV sponsorship network
  8. Ongoing enhancement of PVSV social media, website www.pvsv.org.au and communication to our veterans and developed and maintained
  9. Develop best practice and oversee the day to day operations of PVSV, operationalise the Board's strategic direction and priorities
  10. Ensure PVSV meet all legal and other requirements and accurately convey PVSV's performance to the Board
  11. Continue building and enhancing PVSV's Annual Strategic Plan as set by the Board
  12. Influence both State and Federal Governments to be accountable in support of PVSV and our veterans
  13. Work with all Australian Law Enforcement Agencies in developing a Police Veterans Support National Framework
  14. Ensure PVSV EO and Clinical Psychologist Coordinator are being mentored and continual personal development
  15. PVSV Company Secretary – responsible for the efficient administration of PVSV particularly with regard to ensuring compliance with statutory and regulatory requirements and ensuring that decisions of the board of directors are completed

3 YEAR VISION 

  • Fully operational and fully funded support service for all our Veterans needs within its charter
  • Full awareness for all our Veterans recognising there is significant limitations with the current databases
  • Expansion of this support service across all State and Territories in Australia (5-year Vision)
  • Sponsorship and other funding to ensure self-sufficiency in meeting all of PVSV's operational and investment expenditure needs
  • Sponsorship and other funding sources including Victoria Police fortnightly salary deduction. Fundraising Events, Corporates Sponsorships/Donations. Federal and State Government Grants, and General Public tax-deductible donations
  • Self-funded PVSV full time equivalent workforce including, EO, assistant to the EO, finance, marketing, fundraising, and the possibility of trained Police Veterans performing the Veteran Peer Support services for remuneration
  • Develop and operationalise an animal assistance (dog & other animals) programs for our Veterans
  • Develop and operationalise support programs offering financial, respite accommodation, transport to and from medical appointments for our Veterans

Experience:

  • Operational management of a not-for-profit organisation with a similar scale and scope
  • Demonstrated performance in growing business from s start up to realising aspirational growth plans
  • Implementing processes and governance mechanisms for a business or not-for-profit
  • Translating strategy or purpose into operational plans and staff direction
  • Financial and organisational planning, management and oversight
  • Relevant fundraising experience
  • Management and development of a mix of staff and volunteers
  • Engagement with Board and Committees of a similar size and scale of PVSV

Skills:

  • People leadership – ability to translate strategic aspiration from a Board into clear direction to staff, especially in a not-for-profit context
  • Financial management – with a focus on financial planning and reporting
  • PVSV Company Secretary – responsible for the efficient administration of PVSV particularly with regard to ensuring compliance with statutory and regulatory requirements and ensuring that decisions of the board of directors are completed
  • Risk management and governance – developing frameworks, identifying risks and implementing control mechanisms
  • Stakeholder engagement – tracking satisfaction levels, feedback and managing issues to ensure positive outcomes
  • Communications – to motivate and influence a broad range of internal and external stakeholders
  • Fundraising and marketing – to ensure PVSV continues to develop and grow

Qualifications

  • Relevant Tertiary education qualification

Other requirements

  • Australian Citizenship
  • Service is delivered state-wide and may require travel
  • Possesses a current Working with Children's Check

Supervision and support

  • The Executive Officer role will be employed on a full-time basis. The role provides the operational management of PVSV and reports to the Board

Direct reports

A clinically qualified Program Coordinator employed by Victoria Police is functionally seconded to PVSV and reports to the Executive Officer on the Program.
