ABOUT THE ROLE

  • Operational management of all family violence programs, including oversight of all contracts for services, across the state.
  • Building and maintaining relationships with State Government Departments, and their representatives, and equivalent community sector stakeholders.
  • Ensure programs are appropriately administrated, adequately funded and resourced with staff who are appropriately qualified, and experienced, and demonstrate the competencies to deliver effective high quality specialist family violence services.
  • Being a leading presence in the sector within the respective State to promote and advocate the needs of people seeking services from the Salvation Army and best practice service delivery This position is a member of the national family violence leadership team and will contribute to national plan frameworks and practice to ensure innovative and client centred service delivery to meet current and future needs Remuneration includes over award.

This is a full time position, 38 hours per week.

KEY ACCOUNTABILITY AREAS

Service Delivery Development

  • Contribute to the review, consolidation and growth of family violence services within the state in line with the national stream agenda
  • Plan for and lead the implementation of national frameworks and practice within the state
  • Build a state team of social service professionals to deliver services within the state
  • Build partnerships with other agencies as required to ensure clients can access services to meet their needs
  • Seek out, identify and act on new funding opportunities
  • Lead contract negotiations with state government for new or changes to existing funding arrangements
  • Maintain expertise of changes and trends in the sector in the state and adapt service delivery where appropriate
  • Implementation of national research and evaluation frameworks across the state to assist in measuring outcomes of service delivery
  • Ensure active support for local mission delivery model in the state and participation in local area leaderships team

Operational Management

  • Oversee and take responsibility for operational management of all family violence services within the state
  • Implement national governance and accountability management processes
  • Manage the risk associated to delivery of services across the state and ensure risk management processes are implemented
  • Ensure service delivery meets all contractual and accreditation requirements
  • Prepare and manage to budgets for service delivery
  • Ensure state people leaders are supported to manage their workforce in a safe environment and in accordance with TSA policy and procedure
  • Build a culture of cooperation, learning, affirmation and accountability across the state

Sector Involvement

  • Be a leader in the sector within the state and represent the interests of clients in various state forums
  • Collaborate with The Salvation Army colleagues in other states to contribute to national policy development and advocacy in the sector
  • Collaborate with The Salvation Army managers of other service delivery streams within the state to provide integrated and consistent services and facilitate pathways between services for clients

Required experience

  • Experience in active membership in community or government bodies within the family violence sector
  • Senior management experience in social and community services programs including the specialist family violence sector

Qualifications & Mandatory Requirements

  • Degree qualification in social work, welfare, community development or related field and at least 10 years relevant experience, including senior managerial experience
  • Degree qualification in business or equivalent business management experience
  • A national police record check is required
  • A Working with Children Check is required
  • A valid Victorian Driver's Licence
