The Program Manager - Out of Home Care will be responsible for, and oversee, the Out of Home Care Program within the Bendigo region. The program includes a wide range of services including Home Based Care, Kinship Care, TCP, and Permanent Care and Adoption services. The focus of this organisation is on transforming the futures of children and young people, families and adults. They offer a comprehensive network of services and seek to ensure the provision of high quality services that will bring about significant improvements in the life experience of the young people, children and families/caregivers with whom we work.

The specified programs to be managed may change over time to reflect the needs of the organisation, the needs of the community and as the organisation continues to grow to provide more extensive support their clients.

This position manages a particularly complex program area with related budget and high risk service profile and requires a high level of operational management and leadership experience and ability in order to minimise risks and maximise positive outcomes.

About the position:

• Provide a high level leadership and operational support to this complex and large budget program area.

• Develop program budgets in consultation with the Regional Director & Regional Accountant, in accordance with parameters set by the Finance Department.

• Participate in the development, implementation and evaluation of an annual Program Business Plan designed to realise and complement the organisation goals.
• In consultation with the Quality Manager, ensure that services within the Program meet the quality requirements and service targets specified in the organisational policies and standards, funding bodies’ program specifications and relevant legislation.
• In conjunction with the Regional Director and Development Manager, proactively manage risks including: service performance, outcomes, critical incident and complaints.
• Participate in an afterhours on call management ‘back up’ roster where required.
• Facilitate the maintenance of a strong and appropriately focused culture which supports creativity, innovation and effective working partnerships.

About you:

• Tertiary qualifications, preferably in social work, social sciences and/or management with substantial experience in the relevant service stream, or less formal qualifications with specialised skills sufficient to perform at this level.

• A comprehensive understanding and experience in planning, development and management of the human service delivery system, with particular reference to Out of Home Care Services.
• Demonstrated experience representing the interests of the organisation publicly and building appropriate relationships with government, other organisations and key stakeholders.
• Skills and knowledge in delivering services within required timeframes and performance and compliance requirements.
• Demonstrated knowledge in coaching and mentoring of staff, and supporting the development of a positive team environment.
• Demonstrated well developed communication and problem solving skills.
