About Ballarat Regional Trades and Labour Council

The Ballarat Regional Trades and Labour Council Incorporated is the second oldest Trades and Labour Council in the world, founded in 1883 by the Ballarat Eight Hour Committee, established in April 1856 on Bakery Hill. Trades Hall helps organize activities and campaigns with, and on behalf, of affiliated unions.

The Secretary's role is critical in the advancement and promotion of the Trade Union movement and works closely with communities and organizations, throughout the region to make a real difference in the resolution of industrial disputes.

The Secretary’s position is key to the success of the BRTLC, as a conduit for information this role plays an important part in promoting and highlighting the voice of the trade union movement and its affiliated unions.

About the role

The Secretary will be responsible for upholding the rules and by-laws of the council. This role requires the incumbent to possess proven problem-solving and critical-thinking skills. The Secretary is responsible for ensuring all accounts and monies received are up to date and accurate. The Secretary must manage and maintain all correspondence and undertake all duties associated with secretary duties of the BRTLC, including supporting the development and strategic direction of the Trade Union movement. The role supports the daily functions of the BRTLC and is critical to the success of BRTLC.

Key Responsibilities

  • Professional and quality administrative oversight of all Ballarat Regional Trades and Labour Council Incorporated accounts and finances. 
  • Oversight of all payments on behalf of BRTLC. 
  • Attend and coordinate all meetings of the BRTLC, act as ex-officio member, and provide and distribute minutes, agendas and reports for all committee meetings.
  • Promote the Trade Union movement in the workplace and wider regions.
  • Uphold the functions of the BRTLC and its by-laws.
  • Service membership of the member Industrial organizations of employees and assist with the recruitment of new members.
  • Perform administrative duties to track, compile, and prepare statistical information on union memberships, and associated financial information.
  • The Position will require the Secretary to have autonomy and flexibility to carry out duties to advance the Trade Union movement, including organizing functions and historical events.  
  • Ensure the delivery of high-quality advice to support employees in the regional sector.
  • Ensure the development & delivery of high-quality, innovative, and engaging marketing material to promote the advancement of the trade union movement in regional Victoria.
  • Maintain accurate records and reports through strong alignment and engagement with Learning Management systems.
  • Undertaking the responsibilities of the position adhering to:

Level of Supervision and Responsibility

The Secretary reports to and receives broad direction from the BRTLC Executive The position is responsible for the advancement and promotion of the Trade Union movement.

The Secretary requires a high level of autonomy to effectively undertake all correspondence, oversee payment of accounts, and receipt of monies pertaining to BRTLC activities.

The Secretary is responsible for compliance with relevant legislative requirements. The position is responsible for reviewing, updating, and implementing correspondence and responses from trade unions.

Position and Organisational Relationships

The Secretary reports to BRTLC Executive.

The position is responsible for collaboration with member Industrial Organisations of employees, and other Trades and Labour Councils, including Peek Industry Organisations to advance the working-class cause and promote Trade unions in regional Victoria.

The Secretary’s role is crucial to the ongoing development and promotion of the trade and labour movement in regional Victoria. 

The Secretary is required to liaise and collaborate with other key stakeholders, including, council representatives, local government, state government and concerned citizens.

Key Selection Criteria

Applicants must demonstrate they can undertake the inherent responsibilities of the position as contained in the position description and can meet the following key selection criteria:

Desirable Training / Qualifications / Industry Experience

  • Completion of an approved qualification or extensive Industry experience.
  • Work experience in a Trade Union.

Experience, knowledge, and attributes

  • Demonstrated experience and organisational ability in an environment committed to providing a high level of customer service in the trade union sector. 
  • Demonstrated problem-solving, time management, and organisational skills, including the ability to prioritize workloads and meet tight deadlines. 
  • Demonstrated ability to document processes and improve work practices with a commitment to continuous improvement, including the undertaking of agendas, minutes and reports. Participating in audits.
  • Demonstrated communication skills and the ability to develop professional relationships with people from Industries and, businesses. 
  • Demonstrated ability to coordinate and support staff in achieving quality and timely outcomes, as well as the ability to work cooperatively as a member of a team.  
  • Demonstrated compliance with Victoria regulations and legislation
  • Commitment to the advancement and protection of employee rights within the region
