The Royal Australasian College of Surgeons (RACS) is a DFAT accredited, non-government organisation working on health and development programs with our partners across Asia and the Pacific. Our Global Health Program focuses on strengthening health systems and building capacity of health work forces to improve the quality and accessibility of health services, surgical treatment and post-operative care.

Our Country Office in Timor Leste is looking for an experienced and committed Country Manager to lead our Timor Leste Country Program. This position is supported by the RACS Global Health Department based in Melbourne.

RACS Global Health, Timor Leste Country Manager (Based in Dili, Timor Leste)

Reporting to the Head of Global Health, the Country Manager will lead the RACS Global Health program in Timor Leste. This critical role includes the development of country level strategy and the planning and design of health focused programs that align with the RACS Global Health Program Strategy and are consistent with National Government plans and priorities. The incumbent will lead, manage and develop a small team of local staff to ensure program quality and effectiveness.

The position requires effective engagement with Government partners such as the Ministry of Health and medical teams at the Guido Valadares National Hospital and those working at provincial and district levels. The Country Manager will sustain effective relationships and collaborate with the Universidade Nacional Timor Lorosa’e, the National University in Dili, the Department of Foreign Affairs and Trade (DFAT) and other local and international donors and implementing partners.

The Country Manager is responsible for effective project cycle management approaches to ensure that monitoring, evaluation and learning plans are generating comprehensive qualitative and quantitative data. This process aims to rigorously assess program outcomes and impact aligned to RACS Global Health Monitoring, Evaluation and Learning Framework (MELF). The Country Manager will be required to prepare technical/donor reports and oversee the management of program income and expenditure to ensure timely and accurate reporting and fulfilment of all contractual obligations to donors. The incumbent will have the opportunity to grow and develop RACS Timor Leste program through sound business development planning supported by the RACS Global Health Team based in Melbourne.

This role will be offered on a fixed term, two-year contract and it is an unaccompanied posting based in Dili.

As the ideal candidate you will have:

  • Post-graduate qualification (Master of Public Health or International Development) or related qualification.
  • A minimum of 7 - 10 years’ experience in health and development programming in low and middle-income countries
  • Experience managing complex programs funded by Government and other technical donors
  • Demonstrated strong advocacy, negotiation and problem-solving skills
  • Excellent verbal communication skills with the ability to communicate with confidence, tact and influence with a range of stakeholders from Government, the aid and development sector and clinical staff and volunteers
  • Ability to work autonomously and with a high level of initiative and sound judgement
  • Strong team leadership and management capability
  • Ability to work within a broader Global Health team in a flexible and co-operative manner
  • Highly developed organisational skills in maintaining and implementing effective administrative systems and procedures
  • Ability to coordinate tasks, set priorities and work to timelines in a challenging environment
  • Strong attention to detail and accuracy
  • Strong analytical and report writing skills
