Established in 2017, Summer Housing’s mission is to expand the range and scale of diverse housing options for people with disability living in, or at risk of admission to, residential aged care, particularly younger people.

Summer Housing’s vision is to see all people with disability and complex care needs have the opportunity to live in high quality housing that enables them to live as independently as possible, enhancing their health, wellbeing and participation in the community.

Summer Housing will achieve its vision by demonstrating leading practice in housing design that enables independence and community inclusion. We will do this by commissioning at least 300 additional units of housing for people with disability.

ABOUT THE POSITION

Summer Housing is securing a pipeline of projects in which our innovative model of housing is to be incorporated. We require the expertise of an experienced Senior Development Manager - Property, to ensure the delivery and ongoing asset management of innovative high-quality housing.

RESPONSIBILITIES & DUTIES

The general responsibilities for this role will include, but may not be limited to:

Strategic Leadership

  • As a member of the leadership team within Summer Housing, actively contribute to the creation of strategy, innovation, and pilot programs.
  • Demonstrate leadership beyond reproach and uphold the caring, professional, ethical and collaborative culture throughout the organisation.

ACQUISITiONS

The Senior Development Manager - Property, will be responsible for beginning-to-end of acquisition and delivery of projects and innovation and piloting of new dwellings including without limitation:

  • engaging with agents, developers, lawyers and other stakeholders in connection with the acquisition and funding;
  • managing employees and contractors engaged in connection with the acquisition and development management of accessible housing dwellings;
  • working collaboratively with the Executive Team, lead the origination of new projects by Summer Housing in line with Summer Housing strategy and acquisition fee targets. This may include leading the:
    • due diligence on the project and project team, including developers and builders.
    • authoring the briefing papers for property committee, Board and financier approvals.
    • procurement of requisite internal and financier approvals pursuant to transaction documents.
    • contract condition negotiations, with assistance and support from the Executive Team and legal representative/s.
    • monitoring project transaction timetables including procurement of requisite internal and financier approvals.
    • assisting collaboratively in the settlements of Summer Housing projects.
    • ensuring the development team executes the document management requirements, ensuring accurate and necessary records of the property acquisition and development journey to meet obligations under relevant legislation, standards, codes of practice, as well as financier obligations.

PROJECT LEADERSHIP

  • Develop collaborative working relationships with partner developers, architects, contractors, design teams, management teams etc.
  • Oversee the development and design endeavours and collaborate with the operations team to deliver the project in accordance with the contract of sale.
  • Management of Summer Housing contractors and consultants, as well as the development team to undertake property reviews and inspections to satisfy contract conditions and provide appropriate handover to Corporate Services Team to project manage.
  • Attending site meetings and inspections as necessary in connection with the fulfilment of the above tasks.
  • Management and administration of pre-construction works, construction delivery and post-construction works of Summer Housing projects; ensuring timely delivery, budget control and quality are maintained.
  • Ensure the maintenance of appropriate records on projects status (including construction and inspection programme) for internal use and as per financier KPIs and expectations.
  • Negotiate project modification costs with consideration of project feasibility and outcomes.
  • Identify and implement process improvements to improve governance and management of the project journey.
  • Review designs to assess feasibility and make design recommendations to ensure works can comply with SDA Design Standards, Summer Housing design brief, all statutory regulations, standards and codes of practice.
  • Provide problem solving in relation to any building related issues:
  • Tracking KPI performance targets for project delivery and outcomes.
  • Manage tenant customisations and specific adaptation of apartments to ensure that the specific needs of individual tenants are facilitated prior to transition; and
  • Ability to influence and establish lasting relationships with disability housing stakeholders, both internal and external.

WORK RELATED COMPETENCIES

  • Demonstrated disability sector experience with working knowledge of NDIS, Specialist Disability Accommodation and the Quality & Safeguards framework;
  • An understanding of property management partners, systems and processes to optimise experience in delivering accessible housing and / or experience formulating a design brief specifically in relation to accessible, adaptable or universal design;
  • Knowledge of assistive technology and / or home modifications and how technology has the potential to increase independence for people with complex support needs;
  • A degree in Property, Architecture, Construction Management or other relevant qualification or experience;
  • Demonstrated experience in property development and acquisitions.
  • Demonstrated understanding of how to develop and maintain effective working relationships with financiers, peers, builders, consultants and other key parties involved in the complex partnership’s arrangements associated with our housing projects.
