About the Organisation

Formed in 1983, South Port Community Housing Group creates and manages rental housing options in the City of Port Phillip for single adults and young people who are facing homelessness or housing crisis. We work exclusively with people who are most in need of an affordable, supportive place to live and create opportunities for them to reconnect with a community.

About the Role

The Corporate Services Manager will work closely with the CEO, management team, and SPCHG Board to provide strategic leadership and support to help deliver the organisation's operational and strategic objectives.

This important role includes ensuring SPCHG continues to meet its legal, regulatory, and contractual requirements as a registered housing provider and registered charity. It includes supervision of one direct report to assist in the delivery of Corporate Service responsibilities.

The position is offered part-time at 0.8 FTE, with options to work flexibly.

Key Responsibilities

Business Planning

  • Lead the development of the SPCHG Annual Business Plan and organisational strategic plan. Manage reporting on progress in implementing both plans to achieve their stated objectives.
  • In conjunction with the CEO, research and develop new areas for expansion of social housing and supportive services in the City of Port Phillip, including developing and maintaining relationships, partnerships and alliances with service providers and proponents.

Asset Management and Development

  • In conjunction with Manager Housing Operations, maintain and manage SPCHG’s strategic asset management plan to ensure SPCHG’s property portfolio meet service delivery standards, tenant safety and legislative compliance.
  • Lead the development of new property development opportunities to increase social housing in line with SPCHG policies and strategic objectives.

Policy Development

  • Lead the development, implementation and review of all SPCHG policies and procedures.

People Management

  • Lead the development and implementation of effective systems, structures and policies in the area of human resource management including workplace health and safety.
  • Lead the preparation and smooth running of monthly board meetings.
  • Coordinate student and volunteer placements that benefit the operations of the organisation.
  • Investigate and respond to feedback and complaints in line with the organisation’s complaints policy framework.

Financial Management

  • Lead the annual rent review and budget planning process to ensure sound financial management and social objectives are achieved.

Risk Management

  • Lead the development and implementation of effective systems and structures for managing risk. Including the development of an annual Business Risk Register, the development of annual risk treatment strategies as part of the Business Plan, an annual review of insurance cover and reporting to the Board.

Compliance Management

  • Complete an annual review of the SPCHG Compliance Register, develop an annual Compliance Calendar and ensure SPCHG is always fully compliant with all legal, contractual and regulatory requirements.

Document Management

  • Lead the development and implementation of effective systems for creating, storing and disposing of SPCHG documents.

Information Technology

  • Lead the development and implementation of effective Information Technology systems.

Advocacy and Research

  • Lead the organisations participation in, and contributions to, key national and local campaigns to increase social housing and support to vulnerable Victorians. Coordinate the development and implementation of communication strategies including publications, website and social media.
  • Lead the development of key reports for the organisation, including the annual report.
  • Develop newsletters, articles and other key communications to inform the local community of key events and community building activities.
  • Develop communication materials that promote the organisation’s purpose, strategic goals and achievements in line with its communication plan, business plan and three year strategic plan.

Funding Submissions

  • Lead the development of funding submissions as required.

Board and Committee Meetings

  • Coordinate the distribution of documents to Board members prior to meetings. Coordinate the recording and distribution of meeting minutes.

General Administration and Office Management

  • Lead the development and implementation of effective systems for office management in close consultation with the Office Manager. Including systems for mail, office supplies, purchasing and maintenance of vehicles and equipment.

Other Duties as Required

  • Undertake other duties as directed by the CEO.

Key Selection Criteria

  1. Awareness of the compliance requirements of Victorian Housing Providers under the Housing Act 1983 (Vic) and registered charities under the Australian Charities and Non-Profit Commission, or willingness to learn
  2. High level of oral and written communication with the ability to prepare complex written material using clear and concise language and handle difficult conversations sensitively and effectively
  3. Demonstrated high-level project management skills and capabilities
  4. Demonstration experience in leading high-level governance, administration, and human resources service provision
  5. Demonstrated ability to influence and negotiate to identify opportunities and build positive relationships with stakeholders
  6. Highly organised with the ability to work on multiple tasks, manage competing priorities and work under pressure to meet deadlines
  7. A clear National Police Check and Working with Children Check
  8. Experience in the Victorian Community Housing Sector or related sector would be considered an advantage
