South Eastern Melbourne Primary Health Network (SEMPHN) works primarily on behalf of the Australian Government to improve local health care. They want everyone in their local community to be able to access the right care, in the right place, at the right time. SEMPHN are working to achieve this goal by improving access to existing services, commissioning new services to improve health outcomes, and encouraging GPs and others to innovate and further improve local/regional health outcomes. Through a recent realignment to align directorates to strategic focus, a new position has arisen for an experienced Executive to lead the Business Intelligence directorate to drive evidence-based decision making and outcome measurement. 

This position will report to the Chief Executive Officer and be a member of the senior leadership group. The main objective of the position is to lead a team responsible for driving an evidence-based approach to planning, prioritising and allocating resources to meet the health needs in the South-Eastern Melbourne Region. Managing the internal data team, evaluation team and digital health team, the EGM Business Intelligence will also be the conduit across the SEMPHN that builds a central source of local/regional population health data enabling the accurate evaluation and impact measurement of SEMPHN funded programs. You will lead the development of the region’s Health Needs Assessment and Contractor Evaluation Plans and address the key priorities and issues identified in response to SEMPHN’s strategic priority for Commissioning for Local/Regional outcomes. As a priority the EGM Business Intelligence will quickly establish credibility and build effective working relationships with key internal stakeholders. This role also has engagement and partnership with external stakeholders, including State and Commonwealth Governments and service providers, all with a mutual interest of improving health outcomes. 

This position requires a highly experienced leader who can build internal capacity, and balance both strategic and operational imperatives to ensure that SEMPHN uses the full range of data available to set clear priorities to develop, improve, re-design and commission primary health care programs. Ideally, your background will include primary healthcare, with experience working effectively with information systems and translating data into meaningful information, including a range of program evaluation tools and methodologies that distil and translate complex data into practical concepts, trends and solutions. You will be an authentic and purposeful leader, self-aware and pragmatic, able to build high performing, accountable teams that are innovative and always seeking to improve. As a communicator, you will be open and honest, respectful, and be able to influence and impact at all levels, with internal and external stakeholders. Naturally, your values will be aligned to those of the SEMPHN. 

SEMPHN continues to build robust systems, policies and procedures to drive efficiency and integration to enable more effective outcomes; the EGM Business Intelligence will relish the opportunity to roll up their sleeves, be hands-on and identify opportunities for improvement across the organisation and have a flair for innovative solutions. You will lead by example and drive high standards of performance through a relationship – driven, people focused and collaborative style of working. Key to your success will be your ability to understand the broader SEMPHN strategy and the role that data analysis plays in driving primary healthcare improvement. Tertiary qualifications and relevant experience in analytics, health informatics, information management, population health, public health, epidemiology, health, biostatistics or other related fields will be highly regarded.
