The key objective for the Procurement Manager is to support capacity development of the Central Procurement Unit (CPU) across the entire procurement cycle, and to establish the organisational structure, systems, procedures, resources and expertise necessary to underpin a sustainable and professional procurement and supply chain management function in that operates in accordance with the Public Procurement Regulations. This role also supports other GoT line ministries and agencies in procurement processes.

You will be accountable to, and managed by Deputy Chief Executive Officer (and Head) of the Central Procurement Unit (MoF).

This role is expected to commence in July 2021 for a period of 24 months.

PACTAM2 will be undertaking the recruitment and pre-mobilisation requirements for the position of Procurement Management. DFAT Nuku’alofa Post will be responsible for the contractual arrangements of this role.

Key objectives:

  • Assist the Head of the Procurement Division with Implementation of the Government of Tonga’s Procurement Reform strategy
  • To oversee procurement processes for all DFAT funded programs/projects
  • Build capacity throughout the whole procurement cycle through an advisory role
  • Report on progress as required by DFAT and CPU
  • Provide advice and guidance on cross-cutting issues

Qualifications

  • Relevant tertiary qualification desirable, but not essential.

Skills, experience, knowledge

  • Over 10 years of professional experience in procurement, including undertaking the procurement of goods, works and services
  • Demonstrated experience in strategic planning, management and capacity building and training in procurement
  • Excellent communication and negotiation skills including enhanced awareness, knowledge and sensitivity to cross-cultural and gender issues, excellent verbal and written in the English language
  • High level interpersonal skills with a demonstrated capacity to build positive relationships across a broad range of stakeholders
  • Integrity and high standards of personal conduct, proactive and pragmatic and can work independently with minimal supervision
  • Proven experience in transfer of skills, knowledge and expertise in environments where English is not the first language
  • Demonstrated ability of working in dynamic situations and managing multiple objectives in a professional and culturally sensitive manner
  • Experience and competency in carrying out multiple activities with tight deadlines
  • Proficient skills in use of computers and Microsoft Office in particular Word, Excel and PowerPoint.

Desirable

  • Institutional and working knowledge in areas with minimal capacity on procurement (experience working in Tonga or another small country in the Pacific would be an advantage).
  • Certificate IV in Training and Assessment
