The National Department of Education (NDOE) administers and coordinates the educational system of the Federated States of Micronesia (FSM) by: (a) Promoting education by setting minimum standards for educational administration, programs, and facilities; (b) Coordinating efforts to obtain and distribute foreign aid for education in an equitable manner which will provide the maximum benefit to the students of the FSM; (c) Providing technical assistance to the States concerning educational administration, programs, facilities, and training; and (d) Coordinating efforts which seek to meet the needs of FSM students in the area of post-secondary education, including FSM students at home and abroad, scholarships, and transfers among colleges.

The main responsibility of this position is advisory only and to support the implementation of the Asian Development Bank’s (ADB) Grant): Improving the Quality of Basic Education in the North Pacific (IQBE). The Adviser is not to represent the Partner Government and/or the LEA at any international forum. This project is implemented in FSM and the Republic of Marshall Islands.

You will be accountable to, and managed by Director, Yap State Department of Education.

This role is expected to commence in May 2020 for a period of 12 months.

Key objectives:

• Develop the capacity of the LEA to support the implementation of the Asian Development Bank’s Grant: Improving the Quality of Basic Education in the North Pacific (IQBE)
• Provide senior education advisory services and capacity development to the LEA
• Capacity building and Advice and guidance on gender equality including cross-cutting issues
• Report on progress as required by DFAT, NDOE and PACTAM2

Selection criteria:

Qualifications

• Master of Education with at least ten years’ relevant work experience across the education sectors

Skills, experience, knowledge

• Proven experience in delivering successful results in strategic advisory positions in the education sector
• Proven ability to manage complex capacity development programs at institutional, organisational and individual levels
• Proven ability of working at senior government level including provision of advice to national leaders and demonstrating a positive impact on policy, strategy and measurable learning outcomes
• Demonstrated experience of working with relevant regional and international stakeholders in the education and/or public sectors in complex settings

Desirable

• Familiarity with the fundamental principles of teacher quality improvement, including but not limited to Early Grade Learning Assessment (or Early Grade Reading Assessment – EGRA) and correlating teacher training approaches
• Knowledge and experience of the education system in the North Pacific, wider Pacific or similar contexts
• Familiarity with or experience in ADB Education programmes
• Relevant experience in development of country level education sector strategic plans
