Save the Children is inviting submissions of Expressions of Interest (EOI) from individual consultants, firms, or consortiums to undertake Team Leader role on the DFAT funded Partnerships for Social Protection (P4SP) Pacific regional program.

  • Four year contract based in Port Moresby, Papua New Guinea

About the project

The DFAT funded P4SP program will provide tailored assistance to support countries to advocate for, build and strengthen effective, sustainable, gender-responsive and shock responsive social protection systems in our region.

The Team Leader, Partnerships for Social Protection (P4SP) will report to SCA's Pacific Regional Director. The Team Leader P4SP holds overall responsibility for the direction, technical design and coordination of the programme. The role provides financial, administrative, technical and operational management leadership to the project across project sites in Papua New Guinea, Solomon Islands, Vanuatu, Tonga and other Pacific island countries as needed.

The Team Leader will strategically lead and manage the multi-country P4SP programme; be accountable for the achievement of programme deliverables; and, provide strategic oversight to program quality through an agreed Monitoring, Evaluation, Accountability and Learning Framework.
The incumbent will serve as the coordination leader and focal point for INGO programme partners, as well as national and sub-national Pacific governments. The Team Leader will also serve as a key liaison point of contact with donors, key private sector partners, local institutions and communities in close coordination with SCA's Pacific Country Directors.

In this four-year consulting assignment, you/your team will be responsible for:

  1. Providing financial, administrative, technical, and operational management leadership
  2. Providing strategic oversight to program quality
  3. Ensure the implementation and monitoring of effective management systems

This work requires the following qualifications, experiences, and skills:

  • Master's degree in International Development, Social Policy, Public Administration, Business Administration, or related qualification/s
  • 5+ years' work in senior managerial positions in development and/or humanitarian organisations
  • 3+ years' experience managing social protection initiatives in developing countries (Pacific preferred) including staff supervision
  • Thorough knowledge of DFAT rules and regulations (procurement, financial, contracts and grants, program)
  • Thorough knowledge of formal and informal social protection in the Pacific
  • Proven ability to manage large partnerships programmes with a minimum of 3 years' experience managing multi-regional or multi-country programmes
  • Analytic skills: trends and institutional analysis, systems thinking, critical analysis of approaches and strategies
