About the project

Social protection is playing an increasingly important role in promoting socio-economic development, reducing poverty and vulnerability and protecting individuals, households and communities against shocks around the world. With the Sustainable Development Goals (SDGs), governments have committed to achieving substantial coverage of the poor and vulnerable in national social protection systems by 2030.
Most recently, with COVID-19, social protection has increased further in prominence with countries rolling-out new, or adapting and expanding existing, social protection programmes to support those affected by the pandemic. COVID-19 has therefore prised open a unique policy window to take decisive action to secure the future of social protection.

The Pacific context, and that of Small Island Developing States (SIDS) more broadly, requires tailored social protection solutions. There is currently a sense among national and regional stakeholders that experiences, evidence and lessons on social protection are not sufficiently tailored to their requirements and contexts.

Save the Children wants to make the most of this unique policy window effectively to engage with governments in the Pacific, particularly in the Solomon Islands, Vanuatu, Papua New Guinea, Tonga and Fiji, to support them to develop their nascent social protection systems for the benefit of children and their families. This assignment will play an important role in supporting Save the Children to identify promising entry-points for this engagement.

Where you come in

Save the Children is seeking an individual, or small team, to undertake a series of desk-based reviews, interviews and workshops.
In this consulting assignment you will:

  • Undertake a literature review of the global evidence base on social protection furthering outcomes for children; clearly assessing its applicability for the Pacific
  • Develop a series of short case studies from comparable contexts to understand best-practice lessons and experiences of developing social protection systems that could be used to inform regional engagement and advocacy
  • Carry-out a series of consultations and reviews to identify viable entry-points for Save the Children to engage and unlock key bottlenecks for progressing on child-sensitive and shock-responsive social protection in the Solomon Islands, Vanuatu, Papua New Guinea

Delivering this assignment

We welcome applications from an individual consultant, or a small team. If proposing a team, then the lead consultant will have the following skills and experience: 

  1. Advanced degree in social sciences, or relevant field.
  2. Demonstrable experience of conducting research focusing on social It is desirable that this is in the Pacific.
  3. An understanding of key social protection debates and frameworks and applying them to different country contexts.
  4. Strong analytical skills and ability to clearly synthesise and present findings, draw practical conclusions, make recommendations and to prepare well-written reports in a timely manner.
  5. Excellent writing and presentation skills in English, including ability to write concisely
