The Government of Papua New Guinea (GoPNG), through the National Department of Education (NDoE) has received a three-year Education Sector Plan Implementation Grant (ESPIG) from the Global Partnership for Education (GPE) www.globalparnership.org to implement the Boosting Education Standards Together in PNG (BEST PNG) Program. In addition to the ESPIG, the GoPNG will also implement a complementary Multiplier grant which will include co-financing from the GPE and the Government of Japan (GoJ). It is the second GPE grant to Papua New Guinea and targets key priorities from the National Education Plan (NEP).
BEST PNG will be implemented by the NDoE supported by Save the Children, the GPE Grant Agent. Other key stakeholders include UNICEF, the GPE Coordinating Agency for PNG, the Department of Higher Education, Research Science and Technology (DHERST), Provincial Divisions of Education (PDoEs) and church education agencies in targeted provinces and teacher training institutions.
The BEST PNG program has six components with the overall objective of improved lower primary student learning outcomes in mathematics and science in low performing provinces through strengthened pre-service and in-service teacher education, which includes expanded access to teacher training for female teachers and improved access to elementary and primary textbooks. The BEST PNG program is implemented through an established Program Management Unit (PMU) that is embedded within the NDoE in Port Moresby and six Provincial Program Delivery Teams (PDTs) in Gulf Province, Milne Bay Province, Oro Province, Western Province, West New Britain Province and Sandaun Province.
As part of the program's implementation, the program wishes to engage Technical Advisers (TAs) both short term and long term to offer technical support to BEST PNG PMU in the implementation of activities across all program components. International Technical Advisers and National Technical Advisers will be engaged by the program. It is expected that the International Technical Advisers will support and mentor the National TAs who will be engaged on a long-term basis.
Specifically, the International Technical Adviser -Science (ITA-Science) focuses on improving the quality of teaching Science through teacher professional development by linking the training to what happens in the classroom. The ITA also provides technical guidance for activities targeted at improving learning at the lower primary education level in Science. In addition to supporting and mentoring the National Technical Adviser in Science, She/he supports a team of technical officers at the NDoE, DHERST, TTCs and provinces while implementing teacher professional development activities in primary Science Standard Based Curriculum (SBC).

In this consulting assignment (up to 60 days, spread over a period of 3 years), you will conduct a student and teacher assessment baseline and develop training and monitoring plans, Science training modules and videos for in-service teachers and conduct baseline assessment of Science teacher training at teacher training institutions leading to knowledge sharing workshop with lecturers for writing and updating pre-service curriculum outline units in Science.
