About the project

The Global Partnership for Education Accelerated Fund program in Vanuatu is a newly implemented program by the Ministry of Education and Training in partnership with Save the Children that aims to support education recovery in Vanuatu following the dual crises of TC Harold and COVID19.

The partnership is seeking one finance specialist and one procurement specialist to provide technical oversight and upskilling of the Program Management Unit in its delivery of the GPE program. This is a call for EOIs for skilled procurement and/or finance specialists to support the mobilisation and implementation of the program.

Where you come in:

The procurement and finance specialist roles are responsible for capacity building MoET staff and providing overall procurement and financial compliance technical support to the Global Partnership for Education Accelerated Fund program in Vanuatu. The procurement and finance specialists will be crucial members of the Program Management Unit co-managed by Save the Children and the MoET to deliver the GPE program on time, within budget and according to GPE, MoET and Save the Children operating standards. These roles will play an important part in upskilling MoET staff in procurement and financial compliance.

The procurement and finance specialist roles will likely involve 120 days delivered over a 6 month time frame, finishing at the end of January 2021. Being based in Vanuatu and willingness to travel to islands and provinces across the country is a must.

This role requires:

  • 10 years' experience in a Government, SME or Corporate environment, of which 5 years are at a senior level within the finance and/or procurement departments
  • Experience of Vanuatu and fluency in English and/or French and Bislama
  • Familiarity with Government of Vanuatu financial and procurement systems, policies and guidelines
  • Experience upskilling finance and procurement staff
  • Significant experience in an environment involving high levels of change and complexity
  • Demonstrated understanding of budgeting, business and financial planning including strategic budgeting and forecasting
  • Strong analytical skills - the ability to analyse complex financial data and design and produce effective management information
  • Proven experience of development and implementation of financial systems and internal control procedures
  • Highly proficient in the use of computerised accounts packages, experience with Government financial accounting software highly desirable
  • Proven understanding of multiple donor requirements and award management processes
