Regional Early Education and Development Inc. (REED) is a not-for-profit organisation established to govern and manage multi-site (currently 25) Early Childhood Education and Care (ECEC) services located throughout regional WA.
The organisation’s overarching goal is to contribute to the development and wellbeing of children, families, communities by delivering high quality, sustainable ECEC services.

ABOUT THE POSITION
We have multiple new Cluster Manager positions available across regional WA.
Reporting to the Assistant Operations Manager, the Cluster Manager has the responsibility of ensuring the delivery of high quality, high functioning ECEC services across the cluster. This involves considerable travel visiting, understanding and managing the needs of each service whilst ensuring quality and compliance.
We are looking for candidates local to, or willing to relocate to the Great Southern region of WA.
POSITION RESPONSIBILITIES
Leadership and organisational development
- Work in conjunction with the Assistant Operations Manager in developing an organisation recognised for its professionalism, with a staff structure and appropriate processes and business systems.
- Build a cohesive team committed to the delivery of high quality, sustainable services.
- Work with the Assistant Operations Manager to develop the profile of the organisation in communities and across the region.
- Be a resource to support Educators and facilitate their professional development.
- Maintain close networks with the other Cluster Managers and their staff.
- Facilitate information opportunities for families and community members.
- Initiate and develop effective networks with other government agencies, schools and other relevant ECEC services.
- Ensure the Cluster Managers KPI list is completed and adhered too.
- Adhere to child safe policies and act with commitment to the philosophy of a child safe organisation.
Organisational Governance
- Manage and monitor budgets for the relevant cluster area. Ordering of approved budgetary item as needed.
- Facilitate communication and co-operation between services and clusters.
- Provide input on policy development.
- Human resource management of staff within the defined cluster area.
- Information and technology.
- Ensure services are compliant with all legal and regulatory requirements.
- Ensure implementation of REED Inc operational policies and processes as they apply to the relevant cluster area.
Operations
- Manage the day to day operations of each service through open communication and documentation.
- Comply with the National Quality Framework for early childhood programs and National Quality Standards Regulations.
- Oversight of centre programming and Quality Improvement Plan management.
- Provide pedagogy support to educators.
- Manage staff rostering.
- Any other reasonable duties requested by the Assistant Operations Manager.
General Responsibilities
- Adhere to REED’s Values, Code of Conduct, Child Protection Policy and other organisational policies.
- Maintain a high standard of work practices that promote a culture upholding responsible and ethical behaviour, confidentiality, integrity and accountability.
- Develop an Annual Work Plan that reflects the evolving development of the organisation and the position. The Annual Work Plan will include agreed KPIs.
RENUMERATION AND BENEFITS
- Annual Salary of $80,000 to $90,000 depending on experience.

Required Skills, Knowledge, Qualities, Experience And Qualifications
Essential
- Current Driver’s licence
- Diploma of Children’s Services
- Experience managing ECEC services
- Proven ability to lead, develop and supervise staff
- OHS knowledge and understanding as it applies to ECEC services
- Knowledge of the childcare industry, Early Years Learning Framework (EYLF), National Quality Framework (NQF) and the Education and Care Services National Regulations
- Knowledge of current issues in the Children’s Services
- Knowledge and understanding of the context in which rural and regional ECEC services operate
- Current working with children check and WA police clearance
- Current first aid HLTAID012
- Drive and commitment
Desirable
- Degree in Early Childhood from a recognised tertiary institution or working towards
- Cultural awareness
- An analytical mind with problem solving skills
- Knowledge of child safe practices.
