ABOUT QUEENSLANDERS WITH DISABILITY NETWORK LTD (QDN):

QDN is a member based representative body of over 2000 people with a disability and their supporters. Our vision is that people with disability are active and valued citizens of Queensland. Our mission is to empower people with disability to be fully included as citizens in the social and economic life of the community.

QDN’s work is centred around a strong state-wide network of people with disability across Queensland, to inform, connect, lead and influence change to deliver an inclusive Queensland community.

QDN operates a state-wide Knowledge Network by and for people with disability and delivers information to members about issues that are important to people with disability, as well as gaining feedback from the network to inform QDN’s policy work.

Currently there are 20+ virtual and face-to-face peer support groups in local communities supporting and involving over 1,500 individuals with disability and their supporters.

The Knowledge Network also delivers engagement and consultancy services through ‘QDeNgage’ linking government, business, and providers to QDN Engagement Consultants who are people with lived experience. QDeNgage delivers training, co-design activities, speakers, and consumer representatives.

QDN also undertakes a range of strategic systemic advocacy and policy work to influence and bring about change to key issues important to people with disability.

The organisation also undertakes specific project work which is aligned to QDN’s mission, vision, and goals. Currently QDN is operating a range of projects which includes specifically the NDIS Targeted Outreach Project from 2020-2022. This is a new project and will undertake broad and targeted consumer and community engagement and outreach in communities across Queensland to focused on increasing the number of Queenslanders participating in the NDIS.

PURPOSE:

The Projects Manager position is responsible for managing and leading the delivery of QDN’s projects which cover:

  • current funded projects
  • new business opportunities, and
  • contributing to the strategic work and direction of the organisation.

KEY RELATIONSHIPS AND REPORTING STRUCTURES:

The Projects Manager reports directly to the Chief Executive Officer.

POSITION SCOPE:

The appointee will have responsibility for the overall delivery of QDN’s projects to meet contractual arrangements and outcomes within agreed budgets and performance levels, including managing the delivery of outcomes where projects are undertaken as part of a consortium. This will also include specifically the establishment and management of the new state-wide NDIS Targeted Outreach Project.

The person will ensure the timely achievement of deliverables, within agreed budgets and performance levels. The position will involve travel across Queensland and interstate.

They will have senior management responsibilities and will be fully accountable for the delivery of project outcomes and outputs, recognising when matters need to be referred to the CEO for resolution.

The appointee will work within the requirements of relevant legislation including the Queensland Human Rights Act, and QDN Quality System and demonstrate commitment to continuous improvement and contribute to internal and external auditing processes as required under ISO9000.

ROLES AND RESPONSIBILITIES:

The roles and responsibilities of this position include:

  • project management, project coordination, project establishment, project implementation and evaluation phases, including stakeholder engage­ment, communication including the timely achievement of deliverables, within agreed budgets and performance levels
  • engaging with people with disability, particularly people who are marginalised, experience additional vulnerabilities and a diverse range of government, community, voluntary and for-profit organisations, including community services peak bodies and local organisations under each peak body, and
  • delivery of associated project deliverables.

KEY RESPONSIBILITIES AND ACCOUNTABILITIES:

Fulfil the accountabilities of this role in accordance with human rights principles and QDN’s ethics, principles and values as reflected in the organisation’s strategic plan 2020-23.

  • Leading and managing the delivery and monitoring of QDN’s projects including planning, engagement, communications and risk management.
  • Successfully establishing and managing productive working relationships with Government, departments including contract managers, community and voluntary organisations and other key stakeholders and allies, including people with disability and their supporters.
  • Timely and strategic reporting to QDN’s Chief Executive Officer, its Board, project consortiums and project advisory/reference committees with regard to the ongoing progress of projects.
  • Working with due consideration to the broader mission, strategic plan, work plans and priorities of QDN and individual team members.
  • Ongoing development and oversight of the format, content, processes and resources of project activities, outputs and outcomes.
  • Coordinating internal resources and leading teams of project staff and QDN members who have taken on formal roles within projects to deliver outcomes.
  • Responsibility for the recruitment, selection, employment, and orientation of project staff and volunteers and effectively manage project staff performance, ensuring the completion of probation and performance reviews, updating of position descriptions and duty statements.
  • Working with key stakeholders and allies including government, community and for-profit organisations to promote engagement with people with diverse disabilities.
  • Ensuring all projects are delivered on time, within scope and within budget and managing changes to project scope, project schedules and project costs.
  • Participating actively in QDN specific team meetings and other internal processes and compliance with relevant State and Commonwealth legislation and frameworks including QDN’s Quality Management System, NDIS Quality and Safeguards and Queensland Human Rights Act.
  • Identify and establish productive working relationships with relevant government, business, individuals and other agencies to source new business and funding opportunities.
  • Other duties as directed by the CEO.

SELECTION CRITERIA

The essential knowledge, skills, and attributes of the appointee include:

  • High level of knowledge and awareness of the disability and human services sector and relevant Commonwealth and State legislation related to people with a disability
  • Demonstrated experience in leading projects and successful engagement with people with disability including those who experience additional social disadvantage and marginalisation.
  • High level knowledge and skills in effective consumer and community engagement and place-based approaches, including a focus on identifying and developing local peer leaders with disability.
  • Demonstrated ability to engage and maintain strong networks and partnerships with key stakeholders including Government, community, mainstream and voluntary organisations.
  • Demonstrated high level communication, interpersonal and negotiation skills and high standard of written reporting.
  • Demonstrated leadership of people and projects and capacity to lead in a complex and changing environment, and ability to manage a range of projects with competing demands within limited timeframes.
  • Demonstrated high level of research and analytical skills.

QUALIFICATIONS AND SALARY:

Qualifications and relevant experience in the areas of disability, human services and/or social sciences.

The position is for a fixed term to 28 February 2022 with a possibility of extension. It is based in Brisbane, however travel intrastate and interstate will be required.

QDN operates under the Social, Community, Home Care and Disability Services Industry Award 2010 and the position is paid as a Social and Community Services Employee, Level 7 for a work week of up to 38 hours.

The total remuneration is $97,000.80–$101,129.60 p.a. (pro rata where applicable), plus 9.5% superannuation – the actual pay point will depend on the successful applicant’s experience and qualifications. Salary Packaging is available.

PRE-EMPLOYMENT SCREENING:

The appointee must have the ability to gain a cleared National Police History Check and possess a current Queensland Driver's Licence.

The appointee must ensure that they hold and keep current the required registration to perform in the role (e.g. yellow or blue card, AHPRA, driver's licence) and advise QDN of any change in circumstances that may impact on the continuation of their registration or licence.

PERFORMANCE APPRAISAL PROCESS:

A probation period of three months applies. The CEO will provide performance feedback at three months, as part of the process of probationary review. Performance appraisal will apply as per QDN Quality Management System.
