Salary Packaging

Like most charitable organisations, The Queensland Council for LGBTI Health is willing to pay a percentage of the salary as expense fringe benefits – i.e. reimbursements to employees for their own expenses such as private telephone costs, rent or mortgage payments, personal loan repayments, etc. These non-cash benefits are not subject to income tax. The Federal Government imposes a net cap of $15,900 pa on expense fringe benefits, above which the range of allowable expenses is restricted.

Position Background, Statement and Purpose

The Capacity Building Team coordinates the statewide delivery of capacity building activities including health promotion, workforce development, inclusion training and technical assistance services and campaigns, with service partners and LGBTI Sistergirl and Brotherboy people. Alongside the Clinical Services Team, Capacity Building staff manage key stakeholder relationships across the state, lead the development and delivery of LGBTI Sistergirl and Brotherboy-led programs and services, holistic health service development and health promotion and capacity building activities across research, sexual health, inclusion, community development, domestic and family violence, suicide prevention and mental health.

Within the Capacity Building Team, The Queensland Council for LGBTI Health implements a training and development program ‘Rainbow Pride @ Work’, which supports organisations to achieve LGBTI inclusivity by offering consultancy, guest presentations and training. The program provides practical support to health, community, education and commercial organisations to build supportive, skilled and collaborative environments for Lesbian, Gay, Bisexual, Transgender and Intersex, Sistergirl and Brotherboy people. The Queensland Council for LGBTI Health also offers training to services, in partnership with Rainbow Health Victoria (previously GLHV) as part of a package of intensive support for organisations working towards the Rainbow Tick LGBTI accreditation. These outcomes are achieved with the support of a team of Training Facilitator subcontractors.

The program also delivers specific funded inclusion based programs, such as domestic and family violence activities.

The Rainbow Pride @ Work program is funded through a combination of funding contracts and consultancy and training fees.

Accountability Objective

The Skills and Capacity Co-ordinator has responsibility for the review and enhancement (as needed), and implementation of the training and development program ‘Rainbow Pride @ Work’, which includes significant program design, promotion, internal and external relationship management, and funding management.

Additionally, this position supports staff management within the Capacity Building Team, as well as supporting organisation wide portfolios such as research, staff development, and consultation processes in collaboration with the Statewide Capacity Building Manager.

Reporting Relationships

Supervisor: The Skills Capacity Co-ordinator reports directly to the Statewide Capacity Building Manager. External Cultural Supervision is available to the successful candidate

Subordinate Staff: The Skills Capacity Co-ordinator supervises a team of subcontracted trainers, as well as supervising other project staff or consultants from time to time.

The Skills Capacity Co-ordinator also supervises the Statewide Capacity and Health Promotion Officers and Community Engagement Projects Support Officer.

Responsibilities and Key Result Areas

Consultancy, Training & Presentations

  • Identify training topics, in conjunction with the Leadership Team, on the basis of evidence of need, requests and relevant state and national strategies.
  • Conduct a review of the Rainbow Pride @ Work program and identify enhancements and revenue opportunities.
  • Develop and/or adapt training and develop printed or electronic resources using research, evaluation reports, consultations, formative evaluation and other sources of information.
  • Provide LGBTI inclusivity consultancy to health and community organisations and businesses.
  • Coordinate the HOW2 project to support organisations and businesses to work towards Rainbow Tick accreditation.
  • Recruit, train and support a team of subcontracted trainers in the delivery of training.
  • Develop a state-wide marketing strategy for training offered by Rainbow Pride @ Work.
  • Develop, maintain and review, in conjunction with relevant staff, systems for managing operational logistics (inc. booking venues, catering, registrations, course materials).
  • Co-ordinate and/or undertake monitoring and evaluation of training, and meet contract deliverables.
  • Maintain ongoing contact with training participants, through information distribution and/or the facilitation of state-wide or regional networks.
  • Deliver short presentations at conferences and to students, service providers and businesses on a range of topics as required.

Staff and Subcontractor Development

  • Provide advice, develop systems, and coordinate training and professional development opportunities for staff.
  • Deliver facilitator training for Training Facilitator subcontractors.

Staff Supervision

  • Recruit, train (where necessary) and support a team of Training Facilitator subcontractors to ensure program outcomes.
  • Contract and supervise external consultants as needed to assist in the development or delivery of training courses, resources or other capacity development interventions.
  • Supervise the Statewide Capacity and Health Promotion Officers and Community Engagement Projects Support Officer.

Systems Coordination

  • Collaborate with the Statewide Capacity Building Manager to enhance the systems and increase the internal capacity of The Queensland Council for LGBTI Communities in the areas of:
  • Conducting research to build the evidence base and effectively using research to inform sustainable and measurable impacts.
  • Conducting consultation with individuals, communities and groups/services to ensure programs and activities are led by and reflect the needs of the audience.
  • Other emerging areas as identified.

Other duties

  • Other duties as assigned by the Statewide Capacity Building Manager.

Key Selection Criteria

The key selection criteria are ranked by percentage. Percentages indicate the importance of the criteria.

  • 25% - Significant experience in and understanding of the development, delivery and evaluation of training to service providers and businesses.
  • 20% - Experience in providing consultancy services, advice and support to organisations regarding LGBTI Sistergirl and Brotherboy inclusion.
  • 15% - Demonstrated experience with or knowledge of working with Lesbian, Gay, Bisexual, Transgender, Intersex, Sistergirl and Brotherboy people, and an understanding of their needs including current issues in education, policy, service access, consultation, and wellbeing, or the demonstrated ability to acquire this knowledge quickly.
  • 15% - Demonstrated capacity in the leadership and supervision of paid and unpaid workers and the development and use of organisational systems to support staff.
  • 10% - Highly developed interpersonal, communication, confidentiality and negotiation skills and the capacity to build and maintain relationships within Queensland Council for LGBTI Health and with external stakeholders, including but not limited to achieving revenue and funding generation.
  • 10% - Tertiary qualifications or equivalent experience in Counselling, Social Work, Psychotherapy, Adult Education, Health Promotion or a related field.
  • 5% - Computer skills including competency in Microsoft Word and Microsoft Outlook or similar software, online communication and project management tools, and online evaluation and data collection tools.

Other Requirements

  • Work outside normal business hours may be required.
  • Current Drivers Licence.
  • Inter/Intra state travel.
  • Eligibility for a Blue Card from the Commission for Children and Young People and Child Guardian and successful Police Check.

The Selection Process

The selection process will be conducted by a selection panel who will be responsible for considering applications, shortlisting, conducting selection techniques applicable to the selection criteria, and referee checks.

The selection process includes:

  • Acknowledgement of all applications received for the advertised position.
  • Consideration of all applications against the selection criteria for the position.
  • Short-listing of applications that demonstrate sufficient merit to warrant further consideration.
  • Further selection techniques will be conducted with short-listed applicants. The selection techniques will include online interviews and may include work samples.
  • Referee checks for candidates rated highest by the selection panel.
  • Recommendation for appointment made and confirmed.
  • Advice to unsuccessful applicants and feedback to applicants upon request.
