Working from home: QC staff are currently working a mixture of home based and office based hours. Depending on circumstances, recruitment may occur entirely or in part online and the successful applicant may be expected to work remotely as circumstances require.

Salary Packaging

Like most charitable organisations, The Queensland Council for LGBTI Health is willing to pay a percentage of the salary as expense fringe benefits – i.e. reimbursements to employees for their own expenses such as private telephone costs, rent or mortgage payments, personal loan repayments, etc. These non-cash benefits are not subject to income tax. The Federal Government imposes a net cap of $15,900 pa on expense fringe benefits, above which the range of allowable expenses is restricted.

Position Background, Statement and Purpose

Reporting to the Chief Operating Officer (COO), this position will operate as a member of the QC Senior Leadership Team and contribute to the overall leadership and management of the organisation, taking on a key role in capacity building service delivery. The EOC will be based in Brisbane and have primary operational responsibility for capacity building service delivery across the state including workforce development, inclusion training and technical services, campaign activities and health promotion services.

Role Information and Accountability Objectives

The EOC will have experience in the development and ongoing management and evaluation of capacity building initiatives in a comparable organisation and together with the COO will be responsible for facilitating the efficient allocation and utilisation of staff and resources across the state to increase the health and wellbeing of LGBTI Sistergirl and Brotherboy people and populations.

The EOC has responsibility for leading the team delivering statewide capacity building activities including health promotion, workforce development, training and technical assistance services (provision of service advice, review of policies etc.) and campaigns to LGBTI Sistergirl and Brotherboy people and populations.

As well as the responsibility for the management of capacity building teams, the role involves operational and strategic elements requiring skills in leadership, planning and service development. The EOC will have a significant role in managing key stakeholder relationships across the state including the development of LGBTI-led delivery programs and services, holistic health service development and health promotion and capacity building activities across sexual health, suicide prevention and mental health.

Supervisor: Chief Operating Officer.

External Cultural Supervision is available to the successful candidate

Direct relationships: Executive Officer: Individuals, Executive Officer: 2Spirits, Executive Officer: Corporate.

Subordinate Staff: The EOC directly manages the Manager Individual Supports and Manager Whole of Community.

Responsibilities and Key Result Areas

This is both an operational and strategic role requiring proven skills in leadership, planning and development.

  • Lead the development and implementation of strategies to deliver effective holistic health and wellbeing initiatives including trainings and educational activities, campaigns, community based capacity peer capacity building initiatives and health promotion initiatives, including managing subcontractors, tendering and evaluation.
  • Manage the process and assessment of organisations that are interested in receiving training and technical assistance and work with capacity building team members to develop, revise, and implement processes for reviewing their request for services.
  • Develop measurable competency-based training (skills and knowledge attainment) and educational sessions delivered both in-person and online (e-learning instructional design).
  • Develop and refine training and technical assistance tools for a variety of Government, Corporate and Not-for-profit entities.
  • Develop and maintain partnerships with research and other institutions of learning to establish a program of continuous monitoring and improvement for the organisation, particularly in health promotion and community development initiatives.
  • Contract and supervise additional expert consultants to deliver trainings and capacity building activities.
  • Foster and contribute to a culture of positive leadership and values based performance.

Key Selection Criteria

The key selection criteria are ranked by percentage and must be responded to for an application to be considered. Percentages indicate the importance of the criteria.

10% - Proven ability to function positively as part of a senior management team and to work successfully with other professionals in the management of capacity building programs and services.

10% - Demonstrated understanding of financial management and experience in managing budgets and business case development. Experience with organisational and clinical redesign is preferred.

10% - Demonstrated ability to conduct research and develop, implement and evaluate health promotion or community development programs.

10% - Experience in partnering with Aboriginal and/or Torres Strait Islander led organisations and services.

10% - Highly developed interpersonal, communication, confidentiality and negotiation skills and the capacity to build and maintain relationships within Queensland Council for LGBTI Health and with external stakeholders and communities.

20% - Demonstrated experience in developing, managing and tendering for technical assistance (provision of service advice, review of policies etc.), capacity building and/or training activities, programs and projects to health care organisations, Government departments, and/or faith and community-based organisations, with tenders developed with community input through group training, community forums, and/or individual consultation.

20% - Demonstrated knowledge and skills to build systems and services to provide state-wide capacity building assistance and services in the areas of: fee-for-service business processes, basic HIV service competencies, LGBTI health and wellbeing, data sharing, high-impact prevention programs including biomedical, and emerging evidence-based or informed health promotion approaches.

10% - Bachelor’s degree, with five years of experience is required. Master’s degree in Public Health, Social Work, Health Promotion, Health Administration, or related field is preferred. Experience may be substituted for education.

Desirable - Experience developing competency-based curricula and continuing medical education programs.

Other Requirements

  • Computer skills including competency in Microsoft Word and Microsoft Outlook or similar software, and online communication and project management tools.
  • Work outside normal business hours may be required.
  • Current Drivers Licence.
  • Inter/Intra state travel.
  • Eligibility for a Blue Card from the Commission for Children and Young People and Child Guardian and successful Police Check.

The Selection Process

The selection process will be conducted with the support of a selection panel who will be responsible for processes which may include considering applications, short listing, conducting selection techniques applicable to the selection criteria, and referee checks.

The selection process includes:

  • Acknowledgement of all applications received for the advertised position.
  • Consideration of all applications against the selection criteria for the position.
  • Short-listing of applications that demonstrate sufficient merit to warrant further consideration.
  • Further selection techniques will be conducted with short-listed applicants. The selection techniques will include interviews (including online as required) and may include work samples.

  • Recommendation for appointment made and confirmed.
