The Director of National Parks (the Director) is responsible for six national parks, the Australian National Botanic Gardens, 58 Australian Marine Parks and the Heard Island and McDonald Islands Marine Reserve established under the Environment Protection and Biodiversity Conservation Act 1999.

Parks Australia is the federal park agency that supports the Director, and they are a division of the Department of Agriculture, Water and the Environment (the Department). We work to showcase these natural and cultural wonders to the world, demonstrating to all why these places are so special, and inspiring communities to become more invested in their care and future.

Booderee National Park, with its coastal habitats is one of three national parks, leased by their Aboriginal owners to the Director of National Parks, and jointly managed by Traditional Owners and Parks Australia. In addition to ongoing management of the park’s natural and cultural heritage, this branch also looks after Parks Australia’s corporate services from the office in Canberra including, Finance, Human Resources, Information Technology, Legal and Customer Experience and Destination Planning.

Booderee National Park is owned by the traditional owners of the Wreck Bay Aboriginal Community. The vision for Booderee National Park is to excel in the natural and cultural heritage management of Booderee by acknowledging and utilising traditional, contemporary, and scientific expertise.

There are several units in Booderee National Park:

  • Country and Conservation Unit
  • Park Management and Operations Unit
  • Visitor Experience and Compliance Unit
  • Office of Joint Management Unit

The job

To be successful, under limited supervision, and at the direction of their manager, APS6, staff will be required to:

  • Work closely with, and share, the Traditional Owner’s vision for a transition to the sole management of BNP and participate in the exchange of knowledge, experience and skills to ensure the Traditional Owners aspirations and goals are incorporated into future planning for the Park.
  • Administer and implement the BNP Management Plan and incorporate the key objectives and Park values into daily operations.
  • Provide leadership within the Park, promoting a collegiate, culturally considerate and supportive workplace culture.
  • Demonstrate judgment, decision making, risk management, communication and strategic thinking consistent with APS6 expectations.
  • Undertake effective budget management, project and contract management and assist with planning, monitoring and reporting on plan of management implementations.
  • Undertake effective stakeholder engagement including preparation and presentation of board papers, as required, and represent BNP on key committees relevant to the functions of the position.
  • Lead and support change in the workplace and manage and mentor staff to build skills, capacity and capability. Manage recruitment and staff related matters and participate in the development, monitoring and evaluation of staff performance agreements, as well as supporting staff in learning and development opportunities.
  • Oversee any enforcement actions and investigations from incident reports generated by your staff (WHS or any EPBC breaches) including liaising with the Compliance Team Leader on the issuing and tracking of any infringement notices, warning letters and/or any briefs of evidence.
  • As part of the larger BNP team, participate in environmental management programs, emergency management responses including fire and evacuation, and compliance and enforcement operations. This role may also be required to provide support to visitor management and campground management in peak seasons.
  • Plan for, and participate in (as required) Park operations, WHS and risk management assessments and workplace participation and diversity programs.
  • Adhere to all corporate requirements including but not limited to; Parks Australia Chief Executive Instructions, APS code of conduct behaviours, incident reporting, risk and procurement management and project deliveries.
  • Monitoring and reporting on the team’s operational work plans.
  • Supervise and support Park Care volunteers.

Additionally:

  • This role will work on a 1 in 4 weekend roster, fulfil the role of an on call Duty Manager once per month and supervise other staff who will work 1 in 4 weekend rosters.
  • The Duty Manager is responsible for carrying the duty phone 24/7, staying within one hours always drive of the Park, supporting staff, providing direction as needed, making decisions on absentee staff, directing work allocation as required and co-ordinating or escalating emergency incident responses (allowance will be paid for this function).
  • General ranger duties are a requirement of all park staff and are part of a staff members duties in addition to other core duties listed in this position description.
  • The requirement to undertake ranger duties may depend on the number of staff within the Park, the level of visitation on any given day and/or an emergency or incident response is required.
  • Ranger duties may include visitor compliance, visitor education, minor maintenance, traffic management, emergency incident support or other adhoc duties to support park operations.
  • Expectations on additional duties are always commensurate to the position level, and the individual staff members skills, experience and training.

What we are looking for

Knowledge and experience

The following knowledge and experience would be considered advantageous in applying for the available positions.

Qualifications, Traditional knowledge and/or extensive experience in:

  • Design and delivery of culturally considerate natural resource management programs including threatened species management, invasive species management, conservation and/or ecological monitoring;
  • Ecology, botany, horticulture, conservation management or zoology;
  • Design and delivery of culturally considerate botanic gardens management, knowledge of protected area and botanic gardens / horticultural management, with a demonstrated understanding of the Australian flora in relation to its taxonomy, ecology and horticulture, and an understanding and appreciation of the traditional knowledge and interaction with the Australian flora;
  • Finance, business administration, budget management and planning, financial reporting, contract management, procurement, preparation of senate estimates briefs and the ability to edit/proof read briefing documents;
  • Human resources;
  • WHS, asset and infrastructure management, procurement and contracts management, emergency management planning and response and/or risk management;
  • Visitor experience planning, cultural interpretation, front-line customer service, networking with tourism operators and/or managing tourism, holiday or camping facilities;
  • National parks, cultural enterprises, visitor management, tourism, education, communications or cultural interpretation;
  • Compliance and enforcement planning and management, permitting and licensing, visitor monitoring, EPBC Act regulation, national parks, waterways management and/or tourism management;
  • Warden qualifications, or the ability to obtain these qualifications; or
  • Community engagement, board management, cultural heritage, business development and/or training.
  • High levels of cultural competency are essential for this role.

Skills and Capabilities

  • Experience in working with Indigenous communities to collaboratively solve problems of cultural significance and a commitment to developing and maintaining a strong understanding of issues affecting the local Wreck Bay Aboriginal Community.
  • Cultural competency and a demonstrated capacity to contribute sensitively and effectively to the joint management of Booderee National Park, and experience developing and supporting relationships based on mutual trust, respect and consideration of values and culture.
  • Skills and experience in managing operational works programs, procurement processes, budgets and small projects with an ability to plan for and manage competing priorities, achieve results and meet deadlines with limited or no supervision.
  • High level written, interpersonal and verbal communication skills, including demonstrated experience working as a manager/supervisor, managing and maintaining diverse stakeholder relationships and an ability to analyse information to produce correspondence and reports and meet deadlines.
  • Demonstrated ability to manage staff and develop capability in team members, through use of clear communication, setting of expectations, holding individuals to account and managing any performance related issues promptly.
  • Role model positive workplace behaviour, taking opportunities to mentor and coach staff, and giving regular, constructive feedback for good performance and were performance needs attention.
  • Foster collaborative and cooperative behaviour and work to create a safe team environment where team members feel included, and diversity of backgrounds and ideas is celebrated.
  • Capable of showing good judgement and common sense drawing accurate conclusions based on evidence, and able to consider the ramifications of decisions made, and the long-term strategic impact of these on BNP, the community and the government.
