  • Based in: Dili Timor-Leste with municipal and possibly international travel
  • Contract Type: 2 years with possibility for extension
  • Salary range: Available on request

This exciting new position is responsible for the overall management of Gender Justice program and projects. This work seeks to influence changes at the community and organisational levels as well as changes in policies, understanding and practices at the national level. The Gender Justice Senior Program Manager will manage a team and will lead strategic planning, overall budget monitoring, program implementation and MEL for the programs it manages, in line with Oxfam’s partnership approach. This position will lead two exciting new projects; Hakbi’it, a women’s economic empowerment project, and the Women and Land project. It will also lead Oxfam in Timor-Leste’s engagement in the gender justice space internationally.

Skills and Experience

  • Extensive experience in leadership, senior management and leading and motivating multi-disciplinary teams, allies and stakeholders (internal and external) in the delivery of program strategy.
  • Extensive senior management experience in leading the design and delivery of strategies for complex programs.
  • Extensive experience and understanding of community development, advocacy, inclusion, gender programming, monitoring, evaluation and learning, with a demonstrated ability to develop and implement relevant strategies.
  • Experience leading funding proposals.
  • Experience and skills in influencing and stakeholder liaison, including with government and in public policy influencing and research.
  • Demonstrated organisational and capacity development and training experience using participatory approaches.
  • Excellent time management, coordination skills and an ability to work across thematic areas. Demonstrated ability to manage multiple tasks and deliver quality outputs with competing deadlines.
  • Demonstrated financial management and reporting skills, including experience managing multi donor funded programs.
  • Excellent communication, negotiation and facilitation skills including fluent or very high written and spoken competency in English, fluency in Tetum is desirable.
