Northern Territory PHN leads the development and coordination of an equitable, comprehensive primary health care system and an engaged health workforce driven by community needs.

About the Opportunity

This role is responsible for working with internal and external stakeholders to identify opportunities, develop, co-design or integrate service or system responses to address service gaps, create a better experience for patients, encourage better use of health resources, eliminate service duplication, build health workforce capacity, and improve the quality of care. While NT PHN activities address the whole of the primary health sector, specific areas of focus are Aboriginal and Torres Strait Islander health, remote health, primary care and workforce planning.

The role facilitates and supports the participation of people with a lived experience to enable them to take an active and meaningful role in service planning and design.

About You

Role Specific

Reporting to the Mental Health & Alcohol and Other Drugs Reform Manager, and with an initial focus on mental health and suicide prevention regional planning this role is responsible for:

  • Understand the strategic priorities, core business, funding deliverables and requirements of NT PHN and RWA NT, and ensure activity is closely aligned. 
  • Lead data analysis, literature review, stakeholder engagement, consultation, service and workforce mapping, market, and gap analysis activities to inform program level needs assessment and prioritisation to inform the strategic priorities, plans and initiatives
  • Lead the assessment of internal and external opportunities in collaboration with internal stakeholders ensuring consistency and alignment to NT PHN priorities
  • Develop strategies, policies and plans reflecting organisational and jurisdictional priorities and directions in collaboration with internal and external stakeholders
  • Utilising co-design principles, drive the planning and design service delivery, reform, and workforce initiatives in response to identified priorities, including identification of inputs (human and financial resource requirements), outputs (service, advocacy, collaboration, integration, service, or system reform), outcomes and evaluation.
  • Facilitate and support the participation of people with a lived experience to enable them to take an active and meaningful role in service planning and design.
  • Facilitate opportunities for integrated solutions within the primary care and across primary care and other social care sectors including opportunities for co-commissioning.
  • Facilitate coordination of internal stakeholders coordinating skills, resources, and activity to accomplish complex projects.
  • Design and undertake program evaluation including the collation of qualitative and quantitative data and undertaking stakeholder consultation to inform:
  • service and systems improvements
  • service specifications and/or contracts
  • the potential redistribution of resources
  • our understanding of relative need
