headspace is Australia's National Youth Mental Health Foundation that aims to improve the mental health, social wellbeing and economic participation of young Australians aged 12-25.

Central Australian Aboriginal Congress (Congress) is proudly the lead agency of headspace Alice Springs. Congress works in partnership with the community to deliver coordinated and effective primary health care to Aboriginal people living in Central Australia.

Northern Territory PHN (NT PHN) is a not-for-profit organisation fully funded by the Australian Government to work closely with the primary health sector to develop better coordination, support the health workforce and introduce new health programs and services. NT PHN commissions Congress.

The Consortium

The headspace Alice Springs Consortium is in place to provide strategic direction and support to headspace Alice Springs.

The Consortium comprises representatives from a range of adolescent, mental health and/or health related services within the local community. The purpose of the Consortium is to ensure an integrated, holistic approach to local service delivery and ensuring the specific needs of their community are met. The Consortium is important to the development and establishment of a headspace service as it provides opportunities to develop collaborative network of services in the local community.

Intended outcomes of the Consortium include but are not limited to:

  1. Strengthened relationships between local community organisations and the headspace service, leading to improved pathways between services and increased community collaboration around priority issues.
  2. Greater community buy-in and a sense of shared ownership of and commitment of the headspace service.
  3. A clearer understanding of the local community, including specific health issues and determinants of those health issues. Importantly, it will also inform the Lead Agency and headspace service about the availability of resources to address these issues.
  4. Advocating for and attracting additional resources for the headspace service.
  5. Improved health and wellbeing outcomes for young people.

About the Position

NT PHN and headspace are looking for a Chair to lead their Consortium focused on integrating a holistic approach to local service delivery to ensure community needs are met.

The role of the Chair is to provide independent leadership to the headspace Alice Springs Consortium. The Chair will be appointed for one year, with the option to extend should both parties be satisfied. The Chair may only hold the position for three consecutive years.

The Chair will work closely with the Manager headspace Alice Springs but will report to the NT PHN Health Commissioning Lead for the headspace program.

This role requires a time commitment of 5 meetings a year at 2 -3 hours per meeting plus time for pre and post meeting preparation. It will ideally suit an individual with a passion for youth mental health looking to gain experience in the sector.

Remuneration

The Chair will be paid a meeting fee of $719 (GST exclusive) per meeting.

Selection Criteria

The Chair will have exceptional organisational and time management skills as well as the ability to effectively record minutes and communicate with Consortium members.

Position Specific Requirements

  1. Experience in chairing meetings, consortiums, networks or similar.
  2. Understanding of the principals of governance and meeting procedure.
  3. Independent of the Lead Agency, the Consortium Member agencies and any other organisation with a commercial or pecuniary interest in the headspace Program or Centre activities.
  4. Have the confidence of the other members of the Consortium Advisory Committee.
  5. Have an interest in and commitment to the health and wellbeing of young people.
  6. Have a high standing among stakeholder networks.
  7. Understanding of the Northern Territory health system.
  8. Advanced minute taking and report writing (including word processing) skills.

General Criteria

  1. Demonstrated commitment to work respectfully and inclusively with Aboriginal and Torres Strait Islander and culturally and linguistically diverse people.
  2. Demonstrated adherence to legislation, policies and procedures and a commitment to EEO, WHS, risk management and quality improvement practices.
  3. Northern Territory Working with Children Clearance (Ochre Card).

Key Responsibilities

Meeting Facilitation

  • Facilitate one planning day (approximately four hours) and four general meetings (approximately 2.5 hours) per year, as prescribed in the headspace Model Integrity Framework (hMIF).
  • Demonstrate highly effective meeting facilitation skills with a focus on providing a safe space for all members, including young people and family/friends who attend Consortium meetings, to share their views and contribute meaningfully to the Consortium meetings and overall strategy.
  • Effectively and respectfully communicate with members, sharing resources and maintaining the focus on priority areas for the Consortium.
  • Ensure the meetings focus on the provision of culturally safe and appropriate care for young people.

Administration

  • Seek input from headspace Alice Springs staff regarding agendas, minutes and other information.
  • Prepare agendas, record minutes of meetings and disseminate information to members as required.
  • Effectively communicate with members, sharing resources and maintaining the focus on priority areas for the Consortium.
  • Ensure venue booking, time and location of all Consortium meetings is shared with Consortium members in a timely manner.

Independent leadership

  • Ensure meetings focus on the strategic and advisory role as defined in the Group’s MOU.
  • Supporting members of the Consortium to understand and complete their roles and responsibilities within the Terms or Reference and MOUs while also building the skills and capabilities necessary for the Consortium to fulfil its obligations.
  • The Chair must not make public or media statements or stakeholder communications purporting to be on behalf of the headspace Alice Springs, NT PHN or Congress
  • Always act in the best interest of headspace Alice Springs.
  • Ensure that there is an effective process for identifying and managing conflicts of interest.

General Requirements

  • Work within contract, program / project parameters and scope of practice.
